Book excerpt: Review of the Research Program of the Partnership for a New Generation of Vehicles reviews the Partnership for a New Generation of Vehicles (PNGV). The PNGV program is a cooperative research and development (R&D) program between the federal government and the United States Council for Automotive Research (USCAR). A major objective of the PNGV program is to develop technologies for a new generation of vehicles with fuel economies up to three times (80 miles per gallon [mpg]) those of comparable 1994 family sedans. At the same time, these vehicles must be comparable in terms of performance, size, utility, and cost of ownership and operation and must meet or exceed federal safety and emissions requirements. The intent of the PNGV program is to develop concept vehicles by 2000 and production prototype vehicles by 2004. This report examines the overall adequacy and balance of the PNGV research program to meet the program goals and requirements (i.e., technical objectives, schedules, and rates of progress). The report also discusses ongoing research on fuels, propulsion engines, and emission controls to meet emission requirements and reviews the USCAR partners' progress on PNGV concept vehicles for 2000.

The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness -- the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation -- the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments. The book is divided into two parts. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Part II looks at implementation at the national level, with particular attention to participation by governmental and nongovernmental actors and to problems in states with economies in transition. In this book, Cedric Ryngaert addresses this key question, looking at how the international law of state jurisdiction can be harnessed to serve interests common to the international community. The author inquires how the purpose of the law of jurisdiction may shift from protecting national interests to furthering international concerns, such as those relating to the global environment and human rights. Such a shift is enabled by the instability of the notion of jurisdiction, as well as the interpretative ambiguity of the related notions of sovereignty and territoriality. There is no denying that, in the real world, 'selfless intervention' by states tends to combine with more insular considerations. This book argues, however, that such considerations do not necessarily detract from the legitimacy of unilateralism, but may precisely serve to trigger the exercise of jurisdiction in the common interest.
