Book excerpt: This book explores the development of mental health systems in the Pacific Island Countries (PICs) of Samoa and Tonga through an examination of several policy transfer events from the colonial to the contemporary. Beginning in the 1990s, mental health became an area of global policy concern as reflected in concerted international organisation and bilateral aid and development agendas, most notably those of the World Bank, World Health Organization, and the governments of Australia and New Zealand. This book highlights how Tonga and Samoa both reformed their respective mental health systems during these years, after relatively long periods of stagnation. Using recent scholarship concerning public policy transfer, this book explains these policy outcomes and expands it to include consideration of the historical institutional dimensions evidenced by contemporary mental health systems. This book considers three distinct levels of policy implicated in mental health system transfer processes from developed to developing nations: colonial authority and influence; decolonisation processes; and the global development agenda surrounding health systems. In the process, the author argues that there are in fact three levels of policy change that must be accounted for in examining contemporary policy change. These policy levels include formal policy transfers, which tend to be prescriptive, involving professional problem construction and the designation of appropriate state apparatus for curative or custodial care provision; quasi-formal transfers, which tend to be aspirational and involve policy instruments developed through collaborative, participatory processes; and informal transfers that tend to be normative and include practices by professional actors in delivering service merged with traditional cultural beliefs as to disease aetiology as well as reflecting a deep understanding of the cultural context within which the services will be delivered. This book argues that a renewed focus on the importance of public policy and government institutional capacity is necessary to ensure human rights and justice are secured.

Book excerpt: The UK's 347,000 kilometre network of sewers and 9,000 sewage treatment works fulfil the vital function of managing over 11 billion litres of waste water each day. Changing weather patterns and population growth are leading to increased volumes of waste water in some parts of the country. In coming years, there will be a need to construct new infrastructure to manage waste water. In particular, new infrastructure is needed in the River Thames area to cope with population growth and to meet the European Union's environmental requirements. But the draft National Policy Statement (NPS) on Waste Water needs radical improvement if it is to provide a valuable policy framework to guide decision-makers. The Committee criticise the draft National Policy Statement for focussing on two specific London projects, the Thames Tunnel and replacement of a sewage treatment works in North East London. They argue that it should set out a strong set of general principles for decision makers to apply to any waste water project once a specific application is made, rather than have site-specific sections. The Planning Act 2008's new regime for Nationally Significant Infrastructure (NSIPs) does not currently apply to the Thames Tunnel project-a surprising omission given that this multi-billion pound project is one of only two waste water projects likely to be of sufficient scale to come within the ambit of this NPS. The Government must rectify this urgently.

Book excerpt: National Policy Statements (NPS) are a key component of the new planning system for nationally significant infrastructure projects, introduced by the Planning Act 2008. The Act stipulates that a proposal for a National Policy Statement will be subject to public consultation and allows for parliamentary scrutiny before designation as national policy by the Secretary of State. The draft Ports National Policy Statement (Department for Transport, 2009) has been welcomed by many organisations as a good start which can be built upon. The Committee has recommended a number of modifications and expects the Department will improve the draft as a result of the consultation and scrutiny processes. The Committee has reservations regarding the Government's 2007 policy for ports and the lack of guidance on location for port development in the NPS but this, of itself, does not make the NPS unfit for purpose. But the Committee cannot recommend designation at this stage on two counts. Firstly, a key, related policy statement - the National Networks NPS - has yet to be published. Secondly, the organisation likely to be one of the principal decision-makers for port development - the Marine Management Organisation - has yet to be established and so has been unable to comment on guidance that will be of great importance to its role. These are fundamental flaws in the consultation process and the Ports NPS should not be designated until they are rectified.

Since the Paris Climate Agreement marks an important milestone in the international climate change negotiations, this book seeks to explore the policy climate change action which can be implemented by the CARICOM Member States to build their resilience in the post-Paris Climate Agreement Era. But this is frequently leading to controversy, as energy and planning policies are revised to support new energy sources or technologies (e.g. offshore wind, tidal, bioenergy or hydrogen energy) and communities face the prospect of unfamiliar, often large-scale energy technologies being sited near to their homes. Policy makers in many countries face tensions between 'streamlining' planning procedures, engaging with diverse publics to address what is commonly conceived as 'NIMBY' (not in my back yard) opposition, and the need to maintain democratic, participatory values in planning systems. This volume provides a timely, international review of research on public engagement, in contexts of diverse, innovative energy technologies. Public engagement is conceived broadly - as the interaction between how developers and other key actors engage with publics about energy technologies (including assumptions held about the methods used, such as the provision of financial benefits or the holding of deliberative events), and how individuals and groups engage with energy policies and projects (including indirectly through the media and directly through emotional and behavioural responses).
