That bill would continue funding for the program, which helps recruit veterans to receive the college education to which they are entitled and pays colleges $100 for each eligible veteran that the colleges recruit. The testimony was highly supportive of the program and favored increasing the number of colleges that have recruiting offices for veterans, funded through this program. The testimony pertains to veterans' preferences in hiring in the federal government and problems veterans are having in being reemployed after stints of active duty or during reductions in force (RIFs) at federal agencies. Those testifying included members of the House of Representatives, representatives of veterans' organizations, and officials of the Clinton Administration. According to the House members and the representatives of veterans' organizations, veterans have been faring badly in applications for employment and in protection against RIFs because bureaucrats do not support veterans and do not follow the law. The legislators have proposed bills that would provide for redress for veterans hurt by bureaucrats' failure to follow the law of preference in hiring. Administration officials, however, pointed out statistics that show that hiring of veterans has increased greatly during the past several years and that veterans have fared much better than nonveterans during RIFs. Witnesses included representatives of veterans' groups and officials of the Department of Veterans Affairs, the Department of Labor, and the National Association of State Approving Agencies. Witnesses said that before further legislation is passed, more efforts and resources should be made available to present programs. They also noted the difficulties in tailoring job training programs to needs, since the labor market has changed so significantly, and they suggested that on-the-job training may not be used much because most veterans want a college education after the service. Suggestions were made to modify the legislation. The document contains a summary of the provisions of the proposed legislation. (KC)
