From protected area management to ecotourism to payment for environmental services (PES) and beyond, for the past half-century the country has successfully positioned itself at the forefront of novel trends in environmental governance and sustainable development. Yet the increasingly urgent dilemma of how to achieve equitable economic development in a world of ecosystem decline and climate change presents new challenges, testing Costa Rica’s ability to remain a leader in innovative environmental governance. This book explores these challenges, how Costa Rica is responding to them, and the lessons this holds for current and future trends regarding environmental governance and sustainable development. It provides the first comprehensive assessment of successes and challenges as they play out in a variety of sectors, including agricultural development, biodiversity conservation, water management, resource extraction, and climate change policy. This involved preparing profiles for each of the seven countries that attempt to assess the social and environmental significance of the coastal management issues identified, their causes and possible responses. Each profile reviewed and modified at least once in each country at a roundtable discussion attended by a cross section usually of governmental officials, NGOs and private sector representatives. the first occasions in which policy-makers, scientists and activists met together to discuss the issues affecting the condition of their coasts. In September, 1991 a "Regional Workshop on the Management of Coastal Ecosystems in Central America" was held in Guatemala City to identify and discuss trends and priorities from a regional perspective. This project was carried out by the Coastal Resources Center of The University of Rhode Island with funding from AIID/RD/ENR and USAID/ROCAP.
