The selection process began in 1977 with consideration of the entire continental United States. This initial work surveyed basing needs, screened possible areas for M-X deployment, and finally identified six potential basing areas for deployment of M-X in Multiple Protective shelters MPS). Maps and descriptions of these areas are included. Previous criteria were augmented with military and operational considerations in order to identify which, if any, of the six potential basing areas were unreasonable to pursue.

Book excerpt: Deployment of the M-X system in sparsely populated areas of the southwestern United States will produce rapid, large-scale changes in the character of the human environment of these deployment regions. Effective operation of the M-X system requires a deployment region containing relatively few human inhabitants. Yet construction and operation of the system will result in the introduction of large numbers of people into the rural, thinly-settled deployment region. This rapid growth in population resulting from the large labor and materials demands of the project will cause significant changes in the economic and social structures of the rural deployment areas. In some cases, M-X deployment would transform deployment-region communities from slow-growing or declining communities of a few thousand population or smaller into active regional population centers of 20,000 persons or more. This would be the case for the communities adjacent to the M-X operating bases. Other areas would undergo a decade of 'boom-bust' construction growth similar to that caused by energy developments throughout the western United States. This system will improve the nation's strategic deterrent force. In this regard, the Air Force is dedicated to meeting national defense goals while conserving natural and human resources. The purpose of this Environmental Impact Statement (EIS) is to document the analyses and studies performed to identify and compare potential impacts of proposed and alternative basing locations and identify the mitigation that are available. This EIS draft will be the basis for further public comment on the proposed project. A final EIS will be prepared in careful consideration of those comments and serve as an input to the decision process on a location for M-X deployment and withdrawal/acquisition of the land to base the system. The Bureau of Land Management, Department of the Interior, is a cooperating agency for this EIS. (Author).
