Book excerpt: We reassess the effect of state and federal minimum wages on U.S. earnings inequality using two additional decades of data and far greater variation in minimum wages than was available to earlier studies. We argue that prior literature suffers from two sources of bias and propose an IV strategy to address both. We find that the minimum wage reduces inequality in the lower tail of the wage distribution (the 50/10 wage ratio), but the impacts are typically less than half as large as those reported elsewhere and are almost negligible for males. Nevertheless, the estimated effects extend to wage percentiles where the minimum is nominally non-binding, implying spillovers. However, we show that spillovers and measurement error (absent spillovers) have similar implications for the effect of the minimum on the shape of the lower tail of the measured wage distribution. With available precision, we cannot reject the hypothesis that estimated spillovers to non-binding percentiles are due to reporting artifacts. Accepting this null, the implied effect of the minimum wage on the actual wage distribution is smaller than the effect of the minimum wage on the measured wage distribution.

Bliss are a remarkably detailed account of his army service in Texas before and after the Civil War. Many scholars consider Bliss's recollections to be one of the best from a soldier of the "Old Army." It has become a staple primary resource for Texas frontier research for the last three decades. Bliss's memoirs serve as a rare and important window into Texas' military, political, cultural, and geographical history. The memoirs cover Bliss's graduation at West Point in 1854, his antebellum service at Fort Duncan, Camp Hudson, and Fort Davis, as well as his return to the Texas frontier in 1870, and end with his duties at Fort Davis in 1876. Details also describe his capture by Texas Confederate forces in 1861, his tribulations as a prisoner of war, and his subsequent Civil War experiences as a Union regimental commander at Fredericksburg, Vicksburg, and Petersburg, where he was at the battle of the Crater. For gallantry at Fredericksburg, he received the Congressional Medal of Honor. While commanding buffalo soldiers at Fort Duncan in 1870, Bliss conceived the idea of enlisting Seminole-Negro Indians from Mexico as army scouts. After successfully lobbying the departmental commander and the War Department for approval, Bliss formed the first band of Seminole-Negro Indian Scouts in August of 1870. The unit served the army with extraordinary devotion and distinction until 1912. Bliss served in Texas longer than any other army officer (twenty-three years) and rose in rank from second lieutenant to departmental commander. Possessing a keen sense of humor, an eye for detail, and a boisterous social nature, his lively account of the people and places of the antebellum and post-Civil War Texas frontier is among the very best of Texas history.

Gathered for the first time in this book, the forty-one letters and letter fragments written by two Mexican Texans, Captains Manuel Yturri and Joseph Rafael de la Garza, reveal the intricate and intertwined relationships that characterized the lives of Texan citizens of Mexican descent in the years leading up to and including the Civil War. The experiences and impressions reflected in the letters of these two young members of the Tejano elite from San Antonio, related by marriage, provide fascinating glimpses of a Texas that had displaced many Mexican-descent families after the Revolution, yet could still inspire their loyalty to the Confederate flag. De la Garza, in fact, would go on to give his life for the Southern cause. The letters, translated by José Roberto Juárez and with meticulous annotation and commentary by Thompson, deepen and provide nuance to our understanding of the Civil War and its combatants, especially with regard to the Tejano experience. Historians, students, and general readers interested in the Civil War will appreciate Tejanos in Gray for its substantial contribution to borderlands studies, military history, and the often-overlooked interplay of region, ethnicity, and class in the Texas of the mid-nineteenth century.

Book excerpt: Political parties have long been recognized as essential institutions of democratic governance. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right.
