Book excerpt: On February 28, 1993, the United States Bureau of Alcohol, Tobacco, and Firearms (BATF) launched the largest assault in its history against a small religious community in central Texas. One hundred agents armed with automatic and semi automatic weapons invaded the compound, purportedly to execute a single search and arrest warrant. The raid went badly; four agents were killed, and by the end of the day the settlement was surrounded by armored tanks and combat helicopters. After a fifty-one day standoff, the United States Justice Department approved a plan to use CS gas against those barricaded inside. Whether by accident or plan, tanks carrying the CS gas caused the compound to explode in fire, killing all seventy-four men, women, and children inside. Could the tragedy have been prevented? Was it necesary for the BATF agents to do what they did? What could have been done differently? Armageddon in Waco offers the most detailed, wide-ranging analysis of events surrounding Waco. Book excerpt: This report assesses the societal costs of substance abuse--especially cocaine and crack addition--and dropping out of school. It is organized around three themes: (1) the impact of cocaine and crack abuse in terms of crime, public spending, and lost productivity; (2) policies that move addicts away from crack; and (3) policies that reduce the high school dropout rate. Based on extant literature, the report quantifies a bottom-line cost of drug abuse to have been between $60.4 billion and $124.9 billion in 1988, a figure that reflects the costs of health care, economic loss, and law enforcement relating to substance abuse. Impact also is assessed in terms of private and social issues. In evaluating the success of policies that have effectively moved addicts away from drugs, important questions concerning criteria for success, motivation for drug use, and addiction are explored. Law enforcement, treatment, educational, and prevention policies are evaluated. The current literature on testing, outpatient treatment, and peer programs to reduce the motivation toward drug abuse and to move addicts away from cocaine and crack is reviewed. In response to the issue of dropout prevention, the report recommends a rethinking of the structure of high schools within a collaborative context involving parents, schools, and communities. Included in the report are a working bibliography and a community service booklet that deals with the issues of this report on a local community level. (NB)

Yet the squares themselves vary in form and layout, reflecting the different town-planning traditions that settlers brought from Europe, Mexico, and the United States. In fact, one way to trace settlement patterns and ethnic dispersion in Texas is by mapping the different types of courthouse squares. This book offers the first complete inventory of Texas courthouse squares, drawn from extensive archival research and site visits to 139 of the 254 county seats. Robert Veselka classifies every existing plan by type and origin, including patterns and variants not previously identified.
