When older adults undergo health, residential, and marital changes, they will face a reckoning with their lifelong store of possessions—special, ordinary, and forgotten. Such a predicament now confronts tens of millions of Americans as the Baby Boom cohort passes into retirement and beyond. Despite what a thriving industry of clutter manuals tells us, for most older adults, downsizing is no simple task. Drawing on in-depth interviews with recent movers in over a hundred diverse U.S. households, David Ekerdt analyzes the downsizing process and what it says about the meaning and management of possessions. He details how households approach and accomplish downsizing, exploring the decision-making process and the effectiveness of different strategies. From an expert gerontological perspective, he considers the cognitive, physical, emotional, and social tasks that the process entails and the role of factors such as gender and class on the divestment of things. Ekerdt finds that despite the fatigue and emotional challenges people encounter, afterward they report satisfaction in having completed a downsizing and feel empowerment on the other side of the task. Now the goal is a federal civilian workforce reduction of 12 percent by the year 2000. This pioneering study looks at the management of workforce reductions in the public sector both in theory and in practice. Three case studies -- of the Defense Logistics Agency, the Bureau of Reclamation, and the Food and Drug Administration -- illustrate the organizational, managerial, and human dimensions of attempting to improve performance with reduced resources. The author draws on extensive interviews with senior executives and middle managers in the three agencies; at the General Accounting Office, the Office of Personnel Management, and the National Performance Review; the Senior Executives Association and the Federal Managers Association; and scholars and researchers. In a larger sense, this work pushes the boundaries of knowledge concerning organizational change and makes a significant contribution to organization theory. Book excerpt: Witnessing first hand how the federal government works from an active stint in the Navy and continuing it with federal service gave me the ability to see what was awry in each organization. At the 12 year mark, I saw so much that made me ponder what could be done differently in organizations. When I was an intern and went through downsizing it gave me a deep appreciation for how the people were treated and how management was at the forefront of decision making and outcomes for the people. That led me to one of the most important works of my life to look at downsizing and how it was handled in federal organizations. When I started to research this organizational ailment I realized that even the Comptroller General, David Walker felt that there was a human capital crisis in the government. He said that it threatened national security (Walker, 2001; Voinovich, 2001). Unfortunately, the government and many other employers have all too often treated their employees as a cost to be cut rather than an asset to be valued (Walker, 2001). A U. S. General Accounting Office (GAO) (2000) study reported that many of the human capital problems that the Department of Defense (DOD) deals with today are the result of its approach to downsizing in the early 1990s (GAO). This outcome results in layoff survivors who possess an emotive outcome inherent with being a survivor, incurring layoff survivor sickness and being among the organization's walking wounded. As organizations change, downsizing will continue and management and leadership will play a crucial role in the future of downsizing and its impact on the relationships and behaviors of employees (leader and member) (O'Neill & Lenn, 1995). The federalgovernment calls it a buzz word like "transformation" or "rightsizing" and management thinks that they have done something right. I often wondered how these managers could cut the organization support ranks to the bone and have no regard for how the private sector dealt with the outcome of these decisions that were not always the best. My passion for the way the government managed was sparked by a meeting and presentation by Dr. Paul Light, who informed me well about what the government was doing. After that, I was attending courses at the Defense Acquisition University at Ft Belvoir, I spent many hours in the library and did some research on this subject. One day I found an article that dealt with Leader Member Exchange (LMX), Organizational Citizenship Behavior (OCB) and Organizational Commitment (OC) written by an Air Force Major, Yolanda Truckenbrodt. This book extends the study by Dr. Yolanda Truckenbrodt (2000) who provided an implication on her empirical examination of the quality of the relationship of the leader-member exchange, organizational citizenship behavior, and organizational commitment constructs that a replication should be done on civilian federal workers. The study that I did extends further to include the population of federal survivors in a downsized organization. The ultimate goal was to examine the implications of downsizing by the federal government within a theoretical framework that focuses on civilians in the largest aspect of the federal workforce, the DOD who represent resilience and continuity. The Problem with Downsizing Allen, Freeman, Russell, Reizenstein, and Rentz (2001) studied 106 managers who experienced downsizing and provided data regardingorganizational commitment, turnover intentions, job involvement, role clarity, role overload, satisfaction with top management, and satisfaction with job security at three different times. Although the results generally indicated that downsizing had a significant impact on work attitudes that the impact varied over time, and the initial impact was generally negative, also indicated that changes related to satisfaction with top management and job security were significantly related to changes in organizational commitment. But we don't know exactly what changes in the U.S. and global economy triggered this phenomenon. Little research has been done on the underlying causes of downsizing. Did companies actually reduce the size of their workforces, or did they simply change the composition of their workforces by firing some kinds of workers and hiring others? Downsizing in America, one of the most comprehensive analyses of the subject to date, confronts all these questions, exploring three main issues: the extent to which firms actually downsized, the factors that triggered changes in firm size, and the consequences of downsizing. The authors show that much of the conventional wisdom regarding the spate of downsizing in the 1980s and 1990s is inaccurate. Nearly half of the large firms that announced major layoffs subsequently increased their workforce by more than 10 percent within two or three years. The only arena in which downsizing predominated appears to be the manufacturing sector-less than 20 percent of the U.S. workforce. Downsizing in America offers a range of compelling hypotheses to account for adoption of downsizing as an accepted business practice. In the short run, many companies experiencing difficulties due to decreased sales, cash flow problems, or declining securities prices reduced their workforces temporarily, expanding them again when business conditions improved. The most significant trigger leading to long-term downsizing was the rapid change in technology. Companies rid themselves of their least skilled workers and subsequently hired employees who were better prepared to work with new technology, which in some sectors reduced the size of firm at which production is most efficient. Baumol, Blinder, and Wolff also reveal what they call the dirty little secret of downsizing: it is profitable in part because it holds down wages. Downsizing in America shows that reducing employee rolls increased profits, since downsizing firms spent less money on wages relative to output, but it did not increase productivity. Nor did unions impede downsizing. The authors show that unionized industries were actually more likely to downsize in order to eliminate expensive union labor.
