Classrooms have been repaired and new ones built; teachers who fled the mayhem have been reintegrated into the teaching force; arrears in teacher pay have been cleared up; a Genocide Fund has been created specifically to assist orphans; and, in higher education, the system has been diversified and new arrangements for student finance have been introduced. This success notwithstanding, the task of transforming the rapid recovery into sustained progress over time has only just begun.A priority will be to ensure that all Rwandan children can complete a full course of primary schooling of reasonable quality; and that expansion at the post-primary levels occurs at a pace commensurate with the labor market's capacity to absorb highly educated job seekers. Achieving this will present tough tradeoffs in financing and service delivery, including combining increased funding for primary education with greater reliance on private financing at other levels; sharper targeting of public subsidies for education; and tighter management of classroom processes to improve student flow and student learning throughout the system.'Education in Rwanda' explores the challenges of sustaining educational progress in a fiscally viable fashion as the country makes the transition from post-conflict recovery to long-term development.

Focusing on the role of double-shift schools, educational policy, and provision, the volume interrogates how citizenship and youth identity is rooted, upheld, and altered over time. With an eye to complex historical, local, and national contexts of migration and (in)security in the Middle East, the book strives for a reconceptualization of citizen identity and education to better reflect the development of socio-civic identities amidst poverty, forced migration, and unrest. Based on direct access to 10 public schools in Jordan and using qualitative data, it applies an innovative combination of different methods to ascertain student voice to theorize education for citizenship based on real and challenging experiences of Syrian refugees as well as domestic Jordanian students. Moving beyond the traditional Western philosophies that largely frame citizenship discourses, it applies process philosophy to a field dominated by political considerations while also paying attention to social contexts. As such, it goes beyond the context of Jordan to inform regional and international discourses, policies, and initiatives surrounding refugees and education in emergencies. The book will appeal to scholars, professionals, and students in the fields of comparative and international education, citizenship youth studies, social studies, and social foundations of education, as well as those working in the formal and non-formal educational development sectors.

Book excerpt: Education, which has been at the heart of the Middle East and North Africa (MENA) region’s history and civilizations for centuries, has a large untapped potential to contribute to human capital, well-being, and wealth. The region has invested heavily in education for decades, but it has not been able to reap the benefits of its investments. Despite a series of reforms, MENA has remained stuck in a low-learning, low-skills level. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.

Yet, school integration was not the only-or even always the dominant-civil rights strategy. At times, African Americans also fought for separate, Black-controlled schools dedicated to racial uplift, community empowerment, and self-determination. An African American Dilemma offers a social history of debates over school integration within northern Black communities from the 1840s to the present. This broad geographical and temporal focus reveals that northern Black educational activists vacillated between a preference for either school integration or separation during specific eras. Yet, as there was never a consensus, this study also highlights the chorus of dissent, debate, and counter-narratives that pushed families to consider a fuller range of educational reforms. A sweeping historical analysis that covers the entire history of public education in the North, this study complicates our understanding of school integration by highlighting the diverse perspectives of Black students, parents, teachers, and community leaders all committed to improving public education. It finds that Black school integrationists and separatists have worked together in a dynamic tension that fueled effective strategies for educational reform and the black civil rights movement. This study draws on an enormous range of archival data including the black press, school board records, social science studies, the papers of civil rights activists, and court cases"--
