Module 1 also includes a complete explanation of how to record and encode surface METAR observations using WMO and NAVMETOCCOM guidelines. The module concludes with a description of WMO plotting models and procedures. AG MODULE 2, NAVEDTRA 14270, Miscellaneous Observations and Codes This module concentrates on the observation procedures, equipment, and codes associated with upper-air observations and bathythermograph observations. Module 2 also discusses aviation weather codes, such as TAFs and PIREPs, and includes a chapter on surf observation procedures. Radiological fallout and chemical contamination plotting procedures are also explained. AG MODULE 3, NAVEDTRA 14271, Environmental Satellites and Weather Radar This module describes the various type of environmental satellites, satellite imagery, and associated terminology. It also discusses satellite receiving equipment. In addition, Module 3 contains information on the Weather Surveillance Radar-1988 Doppler (WSR-88D). It includes a discussion of electromagnetic energy and radar propagation theory, and explains the basic principles of Doppler radar. The module also describes the configuration and operation of the WSR-88D, as well as WSR-88D products. AG MODULE 4, NAVEDTRA 14272, Environmental Communications and Administration This module covers several of the most widely used environmental communications systems within the METOC community. It also describes the software programs and products associated with these systems. The module concludes with a discussion of basic administration procedures.

Book excerpt: The Global Energy and Water Cycle Experiment (GEWEX) Panel was asked to assess the value of the NEXRAD data for answering key atmospheric and hydrological science questions (see the tasking letter in the appendix). In response, the panel reviewed the status of WSR-88D data collection, processing, and archival, as well as the accessibility of archived data (with an emphasis on Level II). For this purpose, the panel examined reports by R. Carbone (panel member) and G. Mandt, Director, NWS/Office of Meteorology (OM). It should be noted that, because an emphasis of the present review was in identifying areas for improving the utility of the NEXRAD data, the conclusions and recommendations presented in this report could be taken out of context to suggest that the data in their present form have little utility. On the contrary, the panel concluded that the NEXRAD data are valuable for both their real-time applications in weather forecasting, and their utility for studying atmospheric dynamics in greater detail than was previously possible. At the same time, the panel identified strategies that could significantly improve the utility and value of the data.

Book excerpt: Meteorology is by nature a multidisciplinary and transnational subject and COST cooperation has proved to be a flexible and suitable framework at European level for meteorological activities such as the standardisation of observation techniques and harmonised transmission of meteorological data. Although meteorology is not covered by a specific Community programme as such, various Community actions dealing with meteorology are now included in the EEC research programme on climatology (the "EPOCH" programme - 1989-92) of mechanisms of extreme and sudden concerning particularly the study meteorological events, in order to predict catastrophies and consequently to reduce human and material losses. In the context of COST cooperation, which is supported by the Commission of the European Communities, the COST 73 project (1986-1991) associates 16 countries in Western Europe with the aim of setting up a weather radar network providing real-time measurements of rain, snow or hail precipitations. In this project, radar data are transmitted and combined if appropriate with satellite data - in one or more "compositing centres" of the participating countries, in order to improve weather forecasting. Together with the COST 73 Management Committee, the Commission of the European Communities organized a seminar on this matter, in Brussels on 5-8 September 1989, at the half-way stage of the project.
