In the absence of forceful policy measures, private saving would continue to rise gradually, but probably not by enough to finance the government’s growth target of 7 percent over the next decade. The most promising way to boost domestic saving would be through increased public saving and a strong structural reform program, including financial liberalization, which would initiate a virtuous growth-saving circle. To increase the efficiency of the savings allocation, particular attention should be paid to long-term saving instruments.

In the period following the independence, India has witnessed a rising trend in the gross domestic saving rate, accompanied by many fluctuations over time though. Also, there have been many major shifts and substitutions within the composition of savings over the six decades. The objective of the present study is to examine the trend behavior and changing composition of savings in India over the planned economic era from 1950 to 2007. The study uses three indicators, namely, the trend growth of saving, the trend growth of saving rate and the average saving rate for an analysis of the trend behavior of savings in the country. On the basis of which, the entire six-decade period is decomposed into six distinct time periods or phases of saving -- low-saving phase, increasing-saving phase, high-saving phase, stagnation phase, recovery phase and new-high-saving phase. For studying the changing composition of savings, the average share of saving components has been computed for different saving phases. After an extensive review of Indian savings, the study arrives at certain enlightening findings. There have been very important and major changes in the behavior and composition of savings in India over the analysis period. Household sector is the largest saver with the lion's share in GDS. Private corporate sector saves very low, while the public sector even dissaves. There have been some dramatic and drastic substitutions within the saving composition, with household preferences shifting from the conventionally most sought after saving instruments such as currency, life funds, provident and pension funds to bank deposits, shares and debentures, and other small-saving assets.

Return to a sustained high growth trajectory is feasible but it will need much more focused attention to the revival of manufacturing and to the acceleration of investment in transport and infrastructure. The immediate priority is to achieve the kind of fiscal quality and low inflation levels exhibited during 2003-08, with focused attention to increasing efficiency and compliance in tax revenue collection. Higher tax revenues can facilitate increases in public investment, which then crowd in private investment. The task ahead will be more difficult in view of the protracted slowdown in global growth and trade.

Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: This paper examines the effect transactions with the IMF have on the monetary situation within a country when the foreign exchange purchased from the IMF is used to meet a balance of payments deficit. In some countries, the national currency counterpart is kept on deposit to the credit of the IMF at the central bank. In other countries, the government substitutes a noninterest-bearing note for the national currency counterpart of a transaction with the IMF. It is with the effects of the latter practice that this paper is primarily concerned. The effect of a balance of payments deficit on the money supply will be offset if credit is expanded to finance a government deficit, investment by business, or spending by consumers. The ultimate effect on the money supply will depend upon how the government deals with the national currency turned over to it by the Exchange Equalization Account. Considerable caution is required in concluding that a balance of payments deficit is likely to be moderate and temporary.
