Book excerpt: The shape of economic integration in the global and regional economies - and the extent to which goods, services and factors of production move more or less freely across borders - depends not only upon underlying economic conditions but also upon politics. Whether integration is market-led, as has been the case in Asia, or institution-led as in Europe, there are political elements that affect all forms of regional and international economic integration. While geopolitics influences international economic integration, so too does domestic politics. Economic integration in Asia has been driven by rapid unilateral trade and investment liberalization and, while trade and investment patterns have been determined largely by comparative advantage, political forces have also affected patterns of economic interdependence. The form that regional institutions take, and their effectiveness, also depends on political relations between countries. The particular circumstances in Asia, and the relationships between regional economies has profoundly shaped regional institutions and will continue to do so. The chapters in this volume draw on papers originally presented to the 33rd Pacific Trade and Development Conference held in Taipei in 2009 to look in original ways at how politics shape economic integration and its various dimensions in Asia and the Pacific and globally.

In this tightly argued study, Elizabeth Thompson shows how Syrians and Lebanese mobilized, like other colonized peoples, to claim the terms of citizenship enjoyed in the European metropole. The negotiations between the French and citizens of the Mandate set the terms of politics for decades after Syria and Lebanon achieved independence in 1946. Colonial Citizens highlights gender as a central battlefield upon which the relative rights and obligations of states and citizens were established. The participants in this struggle included not only elite nationalists and French rulers, but also new mass movements of women, workers, youth, and Islamic populists. The author examines the "gendered battles" fought over France's paternalistic policies in health, education, labor, and the press. Two important and enduring political structures issued from these conflicts: • First, a colonial welfare state emerged by World War II that recognized social rights of citizens to health, education, and labor protection. • Second, tacit gender pacts were forged first by the French and then reaffirmed by the nationalist rulers of the independent states. These gender pacts represented a compromise among male political rivals, who agreed to exclude and marginalize female citizens in public life. This study provides a major contribution to the social construction of gender in nationalist and postcolonial discourse. Returning workers, low-ranking religious figures, and most of all, women to the narrative history of the region -- figures usually omitted -- Colonial Citizens enhances our understanding of the interwar period in the Middle East, providing needed context for a better understanding of statebuilding, nationalism, Islam, and gender since World War II.

Book excerpt: In addition to the explicit goal of advancing mutual economic interests, regional economic organizations (REOs) are intended to foster regional cohesion and peace. Drawing on a data set detailing the institutional features of 25 REOs established during the 1980s and 1990s, complemented by a case study of ASEAN, Yoram Z. Haftel investigates the factors that affect REOs' ability to mitigate interstate military conflict. He finds fewer interstate conflicts among REO members who have developed high levels of economic integration and who cultivate regular interaction among member-states' representatives. Haftel concludes that, with an appropriate institutional design and fully implemented agreements, an REO can indeed play a role in mitigating interstate conflict and make a meaningful contribution to regional peace.

The General Agreement on Tariffs and Trade (GATT) has been transformed into the Word Trade Organization, the International Monetary Fund (IMF) and the World Bank have assumed new roles in the transitional economies of Eastern Europe and the former soviet Union, and regional arrangements have proliferated. With deepening economic integration, these institutions play an increasingly important role. In this book, a part of the Integrating National Economies series, Miles Kahler examines both global and regional institutions and their importance in the world economy. Kahler explains the variation in these institutions and assesses the role they play in sustaining economic cooperation among nations. With greater tensions arising between an economy that is more integrated and a political order that remains highly fragmented, international institutions face many hurdles in supporting policy coordination and harmonization. The core global institutions—the IMF, World Bank, and GATT—have redesigned their roles in response to the new realties of economic integration. Kahler explains the evolution of these institutions, compares their strengths and weaknesses, and analyzes their efforts to deal with deeper integration. He then considers the array of regional institutions—the European Union, North American Free Trade Agreement, and Asia-Pacific Economic Cooperation—and the tensions they must confront between national desires to maintain political autonomy and, at the same time, benefit form intensified economic exchange. International institutions confront common dilemmas of widening scope and larger memberships. Kahler concludes that no single institutional model guarantees successful international collaboration. He argues that institutional variety is inevitable and even desirable, and highlights the advantages of flexible institutions. Rapid international economic change, domestic political demands, and the changing boundaries of knowledge reward institutions that are decentralized and respond prompt to the demands of their members.
