The book begins with the legendary Erie Canal Completion issues of 1826 and proceeds to catalog 135 years of the Golden Age of American history, all the way up to 1961. Although there have been many propositions for reviving the book over the years, none were more than theoretical musings until two collectors, Tom Hoffman of Crystal Lake, IL and Jonathan Brecher of Cambridge, MA set the process in motion. They have been joined by two others, Dave Hayes and John Dean, to produce a remarkable new edition, of the sort that can only be the product of dedicated hobbyists who love their subject and see it as their obligation to share with others the knowledge gained from years of collecting. While the second edition holds true to the original in basic style and in substance, prices have skyrocketed and it offers much that is new. There are many more illustrations than in the first edition. In fact, virtually every type is now represented by a photograph. More historical information for the issues is presented in the text, which has been further expanded with additional listings of both previously unknown metal varieties and totally new items. The size of each item is now given in mm rather than in 16ths of an inch as in the 1963 edition. Each issue has been assigned a rarity rating of from R-1, indicating more than 5,000 known, to R-10, meaning unique. In addition, a loose-leaf price guide included in each book at no additional charge. The index has been expanded to include references to more subjects and places. Finally, there is a section of color plates. The Hibler & Kappen book remains the standard reference work on the subject with its HK numbers an instantly recognizable means of cataloging and identification.

Book excerpt: Recent scandals, including questionable fund-raising tactics by the current administration, have brought campaign finance reform into the forefront of the news and the public consciousness. Dollars and Votes goes beyond the partial, often misleading, news stories and official records to explain how our campaign system operates. The authors conducted thorough interviews with corporate "government relations" officials about what they do and why they do it. The results provide some of the most damning evidence imaginable. What donors, especially business donors, expect for their money is "access" and access means a lot more than a chance to meet and talk. They count on secret behind-the-scenes deals, like a tax provision that applies only to a "corporation incorporated on June 13, 1917, which has its principal place of business in Bartlesville, Oklahoma." After a deal is worked out behind closed doors, one executive explains, "it doesn't much matter how people vote afterwards." Ordinary contributions give access to Congress; megabuck "soft money" contributions ensure access to the President and top leaders. The striking truth revealed by these authors is that half the soft money comes from fewer than five hundred big donors, and that most contributions come, directly or indirectly, from business. Reform is possible, they argue, by turning away from the temptation of looking at specific scandals and developing a new system that removes the influence of big money campaign contributors. But that is just what the United States is doing; adding nearly a trillion dollars annually to its already massive debt, as overseen by a Congress with an approval rating in the 10-to-14 percent range. In the process, the mind-set that spawned the sub-prime mortgage now renders the entire economy sub-prime. This book explains why and how resolution might obtain after the collapse. The essence is termed polity economics, given that the bifurcated concepts of capitalism and socialism have lost their utility yet persist as incompatible political touchstones. This perspective includes some twenty explicit elements, all addressed at length. Yet by itself, it too will also eventually fail. For it is also essential to restate the Constitution so that it becomes efficaciously aligned with the evolved culture and ethic of the United States, especially to instill stability within the fiscal operations that have come to dominate the country. The ABC's of that admittedly profound document simply do not address the D-through-Z's that have devolved over more than two centuries. Excerpts On fiscal carrying capacity. Isn't the United States simply too big to fail? History laughs. Every empire and nation has been laid waste when it continuously reached for more than it could grasp, which leads to the primary argument in this book: --Every economy has a substantive need for just so much money and fungible assets: a carrying capacity, so to speak. When that capacity is exceeded, money becomes a commodity in its own right. Given propensities to accumulate money and inflate values over a bread-and-butter baseline, the econ-omy degenerates in three successive tiers. The first tier harbors the inevitable dis-tensions of economics, such as periodic business cycles and recessions. Yet money remains a tool, not the essence. But if recessions are avoided, money begins to compete with the substantive aspects of an economy. This is the second tier, where leveraged val-ues inherently devolve unstable, followed eventually by a depression. Yet even de-pres-sion can be staved off by massive bailouts and unsustainable debt. This is the third tier. Money takes pri-or-ity over substance, until, that is, the economy collapses. On political versus supposed economic rights. There may be free speech; there is no free lunch."
