Book excerpt: The Panel found that small and midsize businesses face particular challenges in contracting with the DOD. In recent years, the DOD has been unable to meet its small business federal procurement goals. Furthermore, the Panel found that DOD lacks the ability to track small business participation at the lower subcontract tiers. The Panel also found that DOD lacks a culture that fosters small business participation where appropriate. In its work, the Panel concluded that the defense acquisition workforce has struggled to manage and execute programs in the midst of challenges in acquiring and retaining a professionally certified and competent defense acquisition workforce. Many described the defense acquisition workforce as part of a 'risk-averse' culture where program managers, in particular, have difficulty in balancing risks in managing cost, schedule and performance of acquisition programs. DOD has, in some cases, outsourced program management and divested itself of critical skills that are difficult to develop -- contracting officials, cost estimators, and systems engineers. This reliance on private contractors can create a potential conflict of interest and blur the lines between what work must be performed by federal employees and what work is permitted to be performed by private contractors. In addition, the Panel found that constantly changing regulations leads to unnecessary complexity, confusion, and poor execution, only furthering challenges for the acquisition workforce.

This book was released on 2012-08-02 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since this panel kicked off, we have heard from countless large and small defense contractors, DOD officials, noted academics, and nonprofit and think tanks about doing business with the Department. While each individual had their own take on doing business with DOD, many common themes emerged. The Federal acquisition process consists of many onerous rules and regulations. There is not enough communication between industry and the Government buyer. The technology valley of death continues to grow. The accounting and auditing standards used by DOD agencies are antiquated and don't differentiate between large and small companies. There is a lack of skilled acquisition professionals. And Government export control policies hinder the sale of U.S. goods and services to foreign buyers. Today's hearing focuses on some of the most complex issues that negatively impact small businesses' ability to become and remain viable partners to the Department contracting and procurement processes as well as regulatory policies.

Book The Department of Defense and Its Use of Small Businesses

Download or read book The Department of Defense and Its Use of Small Businesses written by Elaine Reardon and published by RAND Corporation. This book was released on 2005 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress has directed that 23 percent of direct federal purchases come from small businesses. As the largest purchaser in the federal government, the Department of Defense (DoD) is key to achieving this policy objective. The impetus for this research was to suggest industries that DoD could target for outreach to small firms. This briefing compares DoD procurement from small businesses with non-DoD federal procurement from small businesses, and it documents the prevalence of small businesses in industries DoD relies upon. The analysis suggests industries for possible outreach efforts and concludes that it is more difficult for DoD to reach the procurement goal than for the rest of the federal government because of the nature of the goods it buys, such as aircraft and large weapon systems. The authors of the briefing used the Federal Procurement Data System to study government spending and the 1997 Economic Census to analyze small firms in the economy.

This book was released on 2019-06-22 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: Market research is a critical step in the acquisition process and requires due diligence; however, in October 2014, the Government Accountability Office identified limitations in market research performed on Department of Defense (DoD) procurements. To address these limitations, the authors evaluated issues that DoD acquisition professionals face in completing market research. They reviewed current federal literature pertaining to market research and analyzed data received from a questionnaire sent to more than 75 contracting and acquisition personnel, ranging from GS-09 contract specialists to Senior Executive Service-level assistant secretaries of the Navy. Different tools for market research were analyzed and benefits of a command-level staffed Market Research Center of Excellence were explored. Finally, the authors presented seven recommendations to improve market research effectiveness. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Market research (MR) is the process of collecting and analyzing information, making a decision, and then documenting the results (PCADD), as defined in the Market Research Gathering Information About Commercial Products and Services (SD-5) published by the Defense Standardization Program Office. Additionally, the Federal Acquisition Regulation (FAR) devotes an entire chapter (Part 10) to MR, which "prescribes policies and procedures for conducting market research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services" (FAR 10.000). It is based on statutory requirements found in 41 United States Code (USC) 3306(a)(1), 41 USC 3307, 10 USC 2377, and 6 USC 796. Obviously, MR is a critical step in the acquisition process and requires due diligence. However, in October 2014, the General Accounting Office (GAO) identified limitations in the MR performed on Department of Defense (DoD) procurements. This finding validated the work of Dr. Aruna Apte, Dr. Uday Apte and Dr. Rene Rendon of the Naval Postgraduate School (NPS) in their 2010 article "Contracting for Services in the U.S. Army: An Empirical Study of Current Management Practices" published in the Journal of Contract Management. The article cited recent GAO and DoD Inspector General reports that "have shown that [DoD] has not conducted adequate market research during procurement planning of services contracts" (Apte, Apte & Rendon, 2010, p.10). Additionally, improving MR was a constant theme in the Better Buying Power (BBP) trilogy under the last presidential administration. Our team investigated current MR literature, MR training and MR practices, specifically including communicating with industry. Communicating with industry is embedded in four of the eight MR techniques prescribed in FAR Part 10 and communicating with industry is also one of the seven MR guiding principles prescribed in the SD-5, clearly illustrating that communicating with industry is a key element of the overall MR process. We also developed and issued a MR survey to contracting and acquisition personnel. Finally, based on our investigation and analysis we then developed requirements for a notional Market Research Center of Excellence (MaRCOE) to help DoD agencies and major buying commands improve MR.
