Since the collapse of the Taliban regime, with the support of our international partners, our national economy is growing steadily and, over the past four and half years, we have enjoyed a total real GDP growth of 85 percent, while the rate of inflation has been kept at around 10 percent. We have also encouraged foreign direct investment and private sector investors to seize opportunities available in Afghanistan.

Book excerpt: Afghanistan is transitioning from a state-based model to a free market economy as it continues to rebuild from nearly 30 years of conflict. According to the International Monetary Fund (IMF), Afghanistan's real GDP growth during 2012 accelerated from 6 percent in 2011 to around 12 percent, reflecting a good harvest. After accelerating to double digits during 2011, inflation moderated during 2012, reaching 6 percent year on year. Net international reserves stand at US$6.35 billion (approximately 7 months of imports). The exchange rate has depreciated by 6 percent during 2012 and has depreciated by another 6 percent since the beginning of 2013, though this depreciation is in line with other regional currencies. Deposits in the banking sector have stagnated at about 20 percent of GDP since 2010, and remain highly dollarized (65 percent), reflecting a continued lack of confidence. Credit to the private sector has remained steady since 2012, despite GDP growth, mostly for lack of sound lending opportunities and the general economic and political uncertainty.

Since that time, the process of state building, reconstruction and reforms has been going on. In economic aspects, some noteworthy development has been initiated. Despite all the problems and difficulties of business activities, investors (both Afghans and foreigners) have invested in different aspects. Considering these facts, we will focus in this paper on the opportunities and risks exist for doing business in Afghanistan. First I will briefly talk about major characteristic of Afghanistan's economy. In this section, I will try to outline the newest updates about economy of Afghanistan. Although, lack of adequate and accurate statistics is a major problem in Afghanistan, I will rely on the recent available data and statistics from Afghanistan governments and international institutions like World Bank and IMF. In the second part, the business environment will be discussed. The focus will be on opportunities as well as the challenges which exist toward doing business in Afghanistan. Talking about opportunities, one should distinguish between opportunities for national and/or foreign investors and firms for doing business in Afghanistan and opportunities that exists for economic growth in Afghanistan. Considering this distinction and as far as it is related to first type opportunities, I will also talk about the opportunities and potentials of economic growth in Afghanistan. Finally, I will touch on legal and institutional frameworks for doing business in Afghanistan; the last reforms and the needs for change, if any. At the end, considering all the facts and discussed issues, I will come up with suggestions and conclusion about business opportunities and risks in Afghanistan.

Book excerpt: Doing Business in Afghanistan 2017 is the first report of the subnational Doing Business series in Afghanistan. It measures business regulations and their enforcement in five provinces. The provinces are compared against each other, and with 189 other economies worldwide. The objective of the study is to gain a broader understanding of the business regulatory environment across Afghanistan as well as to provide good-practice examples and reform recommendations to help guide policy at the national and subnational levels. The study focuses on indicator sets that measure the complexity and cost of regulatory processes affecting four stages in the life of a small to medium-size domestic firm--starting a business, dealing with construction permits, getting electricity and registering property. These four indicator sets were selected because they relate to areas of business regulation in which implementation of the common legal and regulatory framework differs across locations--because of differences in local interpretations of the law and in the resources and efficiency of local agencies responsible for administering regulation. While highly centralized line ministries hold the direct formal authority for the delivery of most services in the provinces, cutting across this system are the provincial governors, who have little formal responsibility for service delivery but wield local power and authority. The report also includes a gender dimension, with the indicator sets for starting a business and registering property expanded to account for gender-differentiated practices.
