His primary work On War describes culmination for the attacker as the point beyond which he can no longer continue his attack and risks destruction from a counterattack. For the defender it is the point beyond which the defender gains no more advantages by continuing his defense. At this point the defender must decide to act. Clausewitz envisioned that at this point the defender would release his flashing sword of vengeance and counterattack. Clausewitz developed the concept of culmination for what we regard today as the strategic and operational levels of war. This paper seeks to answer the question, Does the concept of defensive culmination apply at the tactical level and can the tactical defender use it to determine when to counterattack? This paper uses three historical examples to examine when and how commanders executed tactical counterattacks. The examples are used to evaluate a theoretical framework of Clausewitz’s defensive concepts. The criteria used to evaluate the historical cases are: defensive preparation, terrain, availability of intelligence on the attacker, timing for the defender and attacker, determination of the defender’s defeat mechanism, depth of the defense, type of counterattack, the timing of the counterattack, and condition of the attacker and defender when the counterattack was executed. The key concepts examined are culmination and counterattack timing.

Book excerpt: During the winter of 1776-1777, Lieutenant General John Burgoyne, who at the time was second in command of Britain’s Northern Army (based in Canada), proposed his “Thoughts for Conducting the War from the Side of Canada” to King George III. Unhappy with the lack of success during the Northern Campaign of 1776, King George approved Burgoyne’s campaign plan and chose Burgoyne to lead the Northern Army. Burgoyne’s plan was a simple two-pronged attack from Quebec to seize Albany and secure the Lake Champlain-Lake George-Hudson River Waterway. After seizing Albany, Burgoyne expected to linkup with a third force attacking north from New York City. While strategic policies and decisions negatively affected Burgoyne’s campaign and the third force from New York City never really materialized, Burgoyne’s campaign concept was both feasible and achievable. Of the two forces attacking south from Canada, Burgoyne commanded the main attack force of 9,000-plus soldiers and Brigadier General Barry St Leger commanded a 2,000 man diversionary force. In his “Thoughts for Conducting the War from the Side of Canada,” Burgoyne intended to seize Fort Ticonderoga and develop a theater logistics base before advancing, via Lake Champlain-Lake George-Hudson River waterway, on Albany. Simultaneous with Burgoyne’s advance on Albany from the north, St Leger was advancing on Albany from the west, using the St Lawrence River-Lake Erie-Mohawk River waterway as a his axis of advance. Ultimately, Burgoyne believed that both attacks would make the Americans to split their forces in order to defend Albany. While the British tackled supply problems, the Americans seized the initiative by harassing and delaying the British and destroying the only usable roads. By September, the Americans were dictating the terms of each engagement and controlling the tempo of the campaign.

Book excerpt: This monograph examines Soviet operational centers of gravity during Operation Barbarossa, the German invasion of the Soviet Union in 1941. Specifically, the examination focuses in two areas: (1) German planning for Operation Barbarossa; (2) the operational objectives selected for the second phase of the campaign. The second phase was selected because it was during this phase that the focus of the German military effort became diverse. Two competing strategies within the German political and military command structure caused this. While political-ideological and economic factors influenced one, purely military concerns influenced the other. In the end, the Germans diluted combat power in phase two towards three operational objectives: Moscow, Leningrad, and the Ukraine. Thus, the research question for this monograph is: Which, if any, of the German operational objectives for the second phase of the campaign were also Soviet operational centers of gravity? The analysis of operational objectives uses Colonel William Mendel’s and Colonel Lamar Tooke’s analytical model called “Operational Logic: Selecting the Center of Gravity.” Potential centers of gravity are analyzed using a validity and a feasibility test. This monograph concludes that Moscow was the operational center of gravity for the campaign by virtue of its direct and intrinsic relationship to the strategic center of gravity—the Soviet Military.

Warrant Officers and Title 10: Warrant Officer (WO) is an appointed rank, vice a commissioned one. Chief Warrant Officers (Marine Gunners and Recruiting Officers) are commissioned. All Chief Warrant Officers and Warrant Officers must successfully complete the WOBC in order to retain their appointment or commission. Title 10 U.S.C. Section 1165 states: THE SECRETARY OF THE NAVY HAS THE AUTHORITY TO TERMINATE THE REGULAR APPOINTMENT OF ANY PERMANENT REGULAR WO AT ANY TIME WITHIN THREE YEARS AFTER THE DATE WHEN THE OFFICER ACCEPTED HIS ORIGINAL PERMANENT APPOINTMENT. A MARINE WHOSE APPOINTMENT IS TERMINATED MAY, UPON HIS REQUEST AND AT THE DISCRETION OF THE SECRETARY OF THE NAVY, BE ENLISTED IN A GRADE NOT LOWER THAN THAT HELD IMMEDIATELY PRIOR TO APPOINTMENT. THEREFORE, THE FIRST THREE YEARS AS A WO IS A PROBATIONARY PERIOD AND THE APPOINTMENT TO WO WILL BE TERMINATED IF A MARINE DOES NOT COMPLETE THE REQUIREMENTS OF THE WOBC. The universal concept that Marine Officers must be able to assess situations, weigh the pros and cons of various decisions, make a decision, develop a plan, communicate that plan effectively, and supervise its execution is stressed and exercised throughout the course. The course will teach the science and art required for service of Marine Officers with an emphasis on decision making throughout. Provisional infantry and planning subjects are together used as the means or vehicle to teach and evaluate this process. Since all students are evaluated on leadership as Marine Officers; physical, mental, and emotional stress are incorporated throughout the course in order to evaluate the ability to lead in chaotic and stressful environments. Some individuals will be pushed close to their failing point, but the WOBC is designed to give students an opportunity to display positive leadership qualities in the face of adversity. The WOBC is not a “check in the block.” It is a course designed to provide students with the learning experiences necessary to effectively transition to service as a Marine Officer. Students who do not successfully complete the course face a variety of administrative actions, including repetition of the course, recycle to a six month lieutenant Basic Officer Course, revocation of appointment, or separation from the service. The WOBC curriculum is an academically rigorous, provisional infantry and staff planning based program of instruction (POI) which consists of approximately 935 hours of formal instruction. The POI includes classroom instruction, field exercises, sand table exercises, and discussion groups. Classroom instruction is designed around the flipped classroom model.

As such, it exhibits emergent properties, or properties that are not predictable from simple descriptions of the system. The Modern Conflict Ontology (MCO) creates a structure for collecting and analyzing information regarding both conventional and unconventional conflict in the face of uncertainty. The first three chapters of the book begin the discussion of the MCO. The first chapter introduces the foundational concepts. The second chapter discusses modern conflict in detail. The third chapter provides an overview of ontologies in sufficient detail to make the rest of the book understandable, but without covering the minutia of the subject. The next ten chapters describe the parts of the MCO. Each part is a sub-ontology and is discussed in detail, including connections to the other parts. Instances are used very liberally to ensure that the concepts are made concrete. The final chapter consolidates the descriptions of the ontology into a discussion of “what we can know.” It describes the implementation history and changes from the predecessor Unconventional Conflict Ontology (UCO) to the MCO, plus some uses of the ontology and potential future enhancements. Providing an ontology that describes the entire modern conflict domain, this volume is appropriate for military professionals and academics and professionals in political science, computer science, and operations research.
