Using firm-level data from the Czech Republic for the period 1998-2003, this study examines the link between services sector reforms and the productivity of domestic firms in downstream manufacturing. Several aspects of services reform are considered and measured, namely, the increased presence of foreign providers, privatization, and enhanced competition. The manufacturing-services linkage is measured using information on the degree to which manufacturing firms in a particular industry rely on intermediate inputs from specific services sectors. The econometric results lead to two conclusions. First, the study finds that services policy matters for the productivity of manufacturing firms relying on services inputs. This finding is robust to several econometric specifications, including controlling for unobservable firm heterogeneity and for other aspects of openness. Second, it finds evidence that opening services sectors to foreign providers is a key channel through which services liberalization contributes to improved performance of downstream manufacturing sectors. This finding is robust to instrumenting for the extent of foreign presence in services industries. As most barriers to foreign investment today are not in goods but in services sectors, the findings may strengthen the argument for reform in this area.

Book excerpt: This paper brings new evidence on the impact of services liberalization on performance of manufacturing firms. Using a unique database of Ukrainian firms in 2001-2007, we utilize an external push for liberalization in services sector as a source of exogenous variation to identify the impact of services liberalization on total factor productivity (TFP) of manufacturing firms. Results indicate that a standard deviation increase in services liberalization is associated with a 9 percent increase in TFP. Allowing services liberalization to dynamically influence TFP through the investment channel leads to even higher effect. The effect is robust to different estimation methods and to different sub-samples of the data. In particular, it is more pronounced for domestic and small firms.

Unleashing Prosperity examines the microfoundations of the recent growth. The report shows that these countries have enjoyed substantial productivity gains from the reallocation of labor and capital to more productive sectors and firms, from the entry of new firms and the exit of obsolete firms, and from the more efficient use of resources. Unleashing Prosperity also illustrates that policy reforms that promote governance and macroeconomic stability, market competition, infrastructure quality, financial deepening, labor market flexibility, and skill upgrading are important in achieving higher productivity growth. However, significant challenges remain in sustaining productivity growth. The report argues that for the early reformers (most of the 10 new members of the European Union, plus Turkey), policy reforms aimed at improving the ability of firms to innovate and compete in global markets are a main concern. By contrast, for the late reformers (most of Southeastern Europe and the Commonwealth of Independent States), policy reforms aimed at addressing the legacy of transition continue to be a top priority. Book excerpt: The Central European Free Trade Agreement (CEFTA) was concluded among the countries of Southeastern Europe with the aim to promote further trade integration. The agreement states the objective to 'expand trade in goods and services and foster investment by means of fair, clear, stable and predictable rules.' While recent literature on trade in the CEFTA region has focused on analyzing trade in goods, the purpose of the paper is to identify the remaining barriers to trade in services among the CEFTA countries. The paper presents: (i) the economic and trade importance of the service sector in CEFTA countries, and (ii) the existing barriers to trade in services between CEFTA countries, with a focus on four sectors: construction, land transport, legal and information technology (ICT) services. The analysis shows that the export of services has a significant share in CEFTA countries. These countries have achieved considerable market openness, mostly in the context of pursuing WTO and EU accession. Nonetheless, obstacles to trade in services remain. Some, such as the movement of professional workers, are of general nature, while others are sector specific.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

The report's findings and policy recommendations are organized around "3 ICs" - they provide guidance to governments on how to increase investments' contributions to their country's development, enhance investor confidence, and foster their economies' investment competitiveness. The report presents results of a new survey of more than 2,400 business executives representing FDI in 10 large developing countries: Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria, Thailand, Turkey, and Vietnam. The results show that over half of surveyed foreign businesses have already been adversely affected by policy uncertainty, experiencing a decrease in employment, firm productivity, or investment. Foreign investors report that supporting political environments, stable macroeconomic conditions, and conducive regulatory regimes are their top three investment decision factors. Moreover, the report's new global database of regulatory risk shows that predictability and transparency increase investor confidence and FDI flows. The report also assesses the impact of FD! on poverty, inequality, employment, and firm performance using evidence from various countries. It shows that FDI in developing countries yields benefits to their firms and citizens-including more and better-paid jobs-but governments need to be vigilant about possible adverse consequences on income distribution. The report is organized in S chapters: Chapter 1 presents the results of the foreign investor survey. Chapter 2 explores the differential performance and development impact of greenfield FDI, local firms acquired by multinational corporations {i.e. brownfield FDI), and domestically-owned firms using evidence from six countries. Chapter 3 assesses the impact of FDI on poverty, inequality, employment and wages, using case study evidence from Ethiopia, Turkey and Vietnam. Chapter 4 presents a new framework to measure FDI regulatory risk that is linked to specific legal and regulatory measures. Chapter S focuses on factors for increasing the effectiveness of investment promotion agencies.
