One content area of particular concern is Career and Technical Education, as this content area is facing turnover at an alarming rate. There are several effects due to teacher turnover and shortage on school districts and as a result, districts have been implementing induction programs to support new teachers. The purpose of this study was to understand the various ways induction supports teachers new to the profession. Induction has shown to be effective at supporting novice teachers and reducing teacher turnover and the effects which occur as a result of teacher turnover. Previous research focused on induction setup, induction efficacy, CTE teacher issues and the effects of teacher turnover. A qualitative case study was conducted to evaluate teacher perceptions about induction efficacy. Qualitative interviews were analyzed for patterns and themes as well as compared to prior studies. Results showed induction was effective at boosting teacher morale and also reducing teacher turnover. In addition, results also showed CTE teachers struggle due to a lack of access to support. A logical next step for this study would be to expand the research to multiple school sites and districts. School districts struggling with teacher turnover or filling positions due to teacher shortage would benefit from incorporating induction within their district, most notably for CTE teachers.

In order to examine the research questions, a dual-role researcher led an action research team through the creation, implementation, and evaluation of a new teacher induction program. Conclusions about new teacher induction and teacher efficacy included the following: a comprehensive new teacher induction program may prevent a first year dip in novice teacher self-efficacy; creation of a "safe" environment within an induction program, engagement with veteran teachers, and professional development targeted at new teachers' gaps in knowledge can positively influence novice teacher self-efficacy; and, a collaborative school culture can enhance the effective implementation of induction programs for novice teachers. Conclusions about the action research process included: engaged members with diverse backgrounds can enhance the effectiveness of the action research team and action research shows promise as an effective approach for creating a new teacher induction program that builds teacher efficacy.

Book excerpt: In 2007, the National Commission on Teaching and America's Future (NCTAF) completed an 18-month study of the costs of teacher turnover in five school districts. The selected districts varied in size, location, and demographics enabling exploration of how these variations affected costs. Costs of recruiting, hiring, processing, and training teachers at both the school and district levels were examined. Findings indicate that the cost of turnover varies from district to district, largely dependent upon the size of the district and the types of induction programs the district implements, but that in all cases, the cost of teacher turnover is substantial. One of the most important steps identified that school districts can take is to recognize that supply side solutions focused on recruiting more teachers will not reduce the high cost of teacher turnover. School districts must first recognize the importance of teacher retention and then develop a comprehensive and coherent human resource strategy to reduce teacher turnover. Citing the high cost of teacher turnover, the document recommends action at both federal and state levels, including: (1) Making retention of highly effective teachers a focus of No Child Left Behind (NCLB); (2) Amending NCLB to hold school leaders accountable for teacher turnover and its costs; (3) Supporting development of coherent school district human resource data systems; (4) Supporting up-front investment in well-designed teacher induction. At the district level, the document recommends: (1) Measuring teacher turnover and its costs; (2) Investing in coherent data-based management of the teacher workforce; (3) Hiring well-prepared teachers; and (4) Targeting implementation of high quality induction programs to at-risk schools. This book provides the first systematic comparative study of the formal and informal learning of different professional groups, with a particular focus on teachers. Drawing on unique large-scale national surveys of working conditions and learning practices in Canada, teachers are compared with doctors and lawyers, nurses, engineers and computer programmers, as well as other professionals. The class positions of professionals (self-employed, employers, managers or employees) and their different collective bargaining and organizational decision-making powers are found to have significant effects on their formal learning and professional development (PD). Teachers’ learning varies according to their professionally-based negotiating and school-based decision-making powers. Two further national surveys of thousands of Canadian classroom teachers as well as more in-depth case studies offer more insight into the array of teachers’ formal and informal learning activities. Analyses of regular full-time teachers, occasional teachers and new teachers probe their different learning patterns. The international literature on teacher professional development and related government policies is reviewed and major barriers to job-embedded, ongoing professional learning are identified. Promising alternative forms of integrating teachers’ work and their professional learning are illustrated. Teacher empowerment appears to be an effective means to ensure more integrated professional learning as well as to aid fuller realization of knowledge societies and knowledge economies.

Combined, these two factors have led to staffing concerns in most states. A lack of highly qualified teachers threatens the quality of education historically hard-to-staff schools can provide their students. The first few years of teaching are vitally important to an educator's long-term success. Reimagining teacher induction is needed to help new teachers find success and overcome the pressures of teaching early in their career. A site-based induction process layered on top of traditional district induction can help new staff uncover their beliefs about teaching and learning while supporting the development of culturally responsive teaching methods. This layered support is a higher level of support beyond what the district can provide on its own. This qualitative research study uses participatory action research (PAR) informed by the principles of improvement science and Community Learning Exchange (CLE) axioms to engage a Co-Practitioner Researcher (CPR) team in building a site-based, equity-focused induction process that combines site-based support with the state-required district induction program. The findings of (1) communal learning space and (2) evolve to involve can help hard-to-staff schools in similar contexts support new teachers in reexamining long-held beliefs about teaching and learning while developing an understanding of the importance of culturally responsive teaching practices in schools. The study outlines practices used to establish a communal learning space where a Teacher Alliance Group (TAG) aids new teachers in improving their professional practices as all teachers gain knowledge of what it means to be a culturally responsive educator.
