Changing the structure of compensation may be an important part of civil service reform, but should not be seen as the main instrument to address corruption.Government officials and policy analysts maintain that Indonesia's civil servants are poorly paid and have been for decades. This conclusion is supported by anecdotal evidence and casual empiricism. Filmer and Lindauer systematically analyze the relationship between government and private compensation levels using data from two large household surveys carried out by Indonesia's Central Bureau of Statistics: The 1998 Sakernas and 1999 Susenas. The results suggest that government workers with a high school education or less, representing three-quarters of the civil service, earn a pay premium over their private sector counterparts.Civil servants with more than a high school education earn less than they would in the private sector but, on average, the premium is far smaller than commonly is alleged and is in keeping with public/private differentials in other countries. These results prove robust to varying econometric specifications and cast doubt on low pay as an explanation for government corruption.This paper - a product of Public Service Delivery, Development Research Group - is part of a larger effort in the group to understand ways to improve the delivery of public services.

To improve decision-making in government and reshape the management system in face of a more complex economy, post-Mao authorities have implemented a number of administrative reforms, including civil service reform which emphasized on selecting and promoting public officials based on their capability and work performance. Thousands of positions have been filled since the civil service system was implemented nationwide in 1993. The Chinese civil service reform is of far-reaching significance because it had the potential to be a departure from the established structure of cadre personnel management system developed in the 1950s. However, after several years of policy development, scholars observe that the new reforms have done little to undermine the old cadre system. Is this true? Or does this conclusion over-simplify the complicated implementation of the reforms? This book examines the implementation and performance of the on-going civil service reforms in China. Using the principal-agent framework, the author draw upon key case studies showing how the reforms affect civil servants’ incentives and behavior in the local context and the Chinese leadership’s control over the bureaucracy. China’s reform experience speaks directly to many Asian countries facing urgent need to improve state capacity as the global financial crisis unfolds.

Are expenditures in education efficient and equitable? This study reports the first account of Indonesia's aggregated (national and sub-national) spending on education, as well as the economic composition of education spending and its breakdown by programs. It presents estimations of the expected (average) level of education spending for a country with its economic and social characteristics. This analysis sheds light on the efficiency and equity of education spending by presenting social rates of return by level of education, by assessing the adequacy of current teacher earnings relative to other paid workers and the distribution of teachers across urban, rural, and remote regions, and by identifying the main determinants of education enrollment. It concludes that the current challenges in Indonesia are no longer defined by the need of additional spending, but rather the need to improve the quality of education services, and to improve the efficiency of education expenditures by re-allocating teachers to undersupplied regions and re-adjusting the spending mix within and between education programs for future additional spending in the sector. The study finds that poverty and student-aged labor are also significant constraints to education enrollment, stressing the importance of policies aimed at addressing demand-side factors.

Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.
