Book excerpt: This paper evaluates the effectiveness of European Cohesion Policy in the regions of 12 EU countries in the period 1991-2008, on the basis of a spatial growth model, which allows for the identification of both direct and indirect effects of EU funds on GDP per worker growth. We find that “Objective 1” funds are characterized by strong spatial externalities and a positive and concave effect on the growth of GDP per worker, which reaches a peak at the ratio funds/GDP of approximately 3 percent and becomes non-significant after 4 percent. “Objective 2” and “Cohesion” funds have nonsignificant effects, while all the other funds exert a positive and significant effect, but their size is very limited. EU Cohesion Policy, moreover, appears to have increased its effectiveness over time. In the period 2000-2006 Objective 1 funds are estimated to have a median multiplier equal to 1.52, and to have added 0.37 percent to the GDP per worker growth. Overall, in the period 1991-2008, funds are estimated to have added 1.4 percent to the median annual growth, and to have reduced regional disparities of 8 basis points in terms of the Gini index.

However, these countries followed different development trajectories and reacted differently to the economic crisis. Some of them still struggle, others thrive, others, after years of structural transformation, are stuck in a middle-income trap. Successes and failures as a result of EU cohesion implementation are a valuable source of feedback for future plans. Southern part of the EU, and Central and Eastern Europe provide an excellent opportunity to evaluate them, The whole implementation exercise is sometimes challenging to accomplish, as both the public and private sectors have low absorption capacity. In contrast, positive experiences also emerged. Regions in Central and Eastern European countries witnessed improvements in the form of change in GDP per capita, benchmarked against the EU average during the years 2008-2015, while Southern Europe improved similarly between 2000-2008. In this volume, the authors cover a variety of aforementioned problems and experiences of either all member states, with special attention to peripheral countries, or to sectoral or regional problems in selected countries. The book begins with an overview of the issues of economic convergence and quality of life in all member states. It also addresses political aspects of EU cohesion policy, including involvement of civil society into this public policy, as well as relationships between cohesion policy support and EU identification. The final section discusses an important novelty in the framework of EU cohesion policy, namely the JESSICA initiative, that is, an instrument offering repayable and recyclable funding targeted at economically-viable and sustainable urban development projects.

Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if relevant policy actors at national and sub-national levels are persuaded to co-operate with EU policy goals. Furthermore, this co-operation is not possible unless all parties manage the complex policy networks and implementation regimes responsible for putting European policies into force. Within this framework, this book answers three important questions: 1 Is the EU multi-level governance system weakening the implementation of policies? 2 Are national and sub-national governments capable of dealing with the challenges imposed by multi-level governance? 3 Which factors account for differences in implementation performance among Member States? In order to answer these questions, Simona Milio's research explores the influence of two variables on implementation processes: Administrative Capacity and Political Stability. Cohesion Policy is chosen as the focus of this study since it has demonstrated a dramatically different implementation pace among EU Member States over the past 20 years. Three EU Member States are chosen to test the hypothesis. Italy appears to be a pertinent example, given its constant struggle to conform to EU directives and to implement Cohesion Policy. Spain is chosen since, in contrast to the Italian scenario, it represents the best performing Member State in terms of implementation. Finally Poland is studied, as a case where a shift from centralization towards decentralization has occurred in order to implement Cohesion Policy and integrate the multi-level governance system.

His findings indicate that in particular the part of EU Cohesion Policy which is spent for the poorest regions (the so-called Objective 1 funding) has a positive and statistically significant impact on economic growth. Moreover, the employment effects of EU Cohesion Policy seem to be conditional on the educational attainment, i.e., in particular regions with a high share of high-skilled population tend to benefit from EU funds. Finally, the author does not find evidence that EU funds significantly increase public investment in the EU countries, which points to a crowding out of national investment. Overall, the gained insights contribute to a more profound understanding of the macroeconomic effects of EU Cohesion Policy, which is essential to design an effective and efficient EU spending system.
