With homes going into foreclosure and with credit tightening in many countries, the need for rental housing increased dramatically. However, most countries are only beginning to consider supporting rental housing as a shelter option. This book is an effort to bring rental housing to the forefront of the housing agenda and to provide general guidance to policy makers. The information it provides can assist key players in housing markets--government officials, private rental property owners, financiers, and nongovernmental organizations--in including rental housing as a critical housing option and in having an informed discussion on how best to stimulate this sector.

China's urbanization rate in 2005 was about 43%. Over the next 10-15 years, it is expected to rise to well over 50%, adding an additional 200 million mainly rural migrants to the current urban population of 560 million. How China copes with such a large migration flow will strongly influence rural-urban inequality, the pace at which urban centers expand their economic performance, and the urban environment. The growing population will necessitate a big push strategy to maintain a high rate of investment in housing and the urban physical infrastructure and urban services. To finance such expansion will require a significant strengthening and diversification of China's financial system. Growing cities will greatly increase consumption of energy and water. Containing this without at the same time constraining the economic performance of cities or the improvement in the standards of living will call for enlightened policies, strategies, careful urban planning, and significant technological advances. This volume identifies the key developments to watch and discusses the policies which would affect the course as well as the fruitfulness of change.

It suggests a new approach to investigate and measure individual access, and it argues that dynamic interactions between individual action and social structure influence individual’s access to transport, which cannot be measured using other traditional accessibility approaches.The overwhelming majority of models in transport research assume that socio-economic factors and the built-environment influence the accessibility of transport for individuals. This book provides evidence that individual decision-makings and actions are also vital factors to bring out changes in accessibility. Further, the study adopts a self-organisation process and structuration theory to illustrate that a significant proportion of travel problems of migrants are rooted in the interaction between actions and social structures. Any change in migrants’ actions or social structures in the self-organisation process would result in the production of complex and spontaneous travel behaviour. The self-organisation approach presented provides a new approach for urban transport planning in the future, particularly on the investigation of the accessibility of disadvantaged social groups. By using the social theories, transport research can have an effect on commuting behaviour and to improve poor workers’ quality of life.

As citizens have become increasingly frustrated by repeated traffic delays that cost them money and waste time, congestion has become an important factor affecting local government policies in many parts of the nation. In this new book, Anthony Downs looks at the causes of worsening traffic congestion, especially in suburban areas, and considers the possible remedies. He analyzes the specific advantages and disadvantages of every major strategy that has been proposed to reduce congestion. In nontechnical language, he focuses on two central issues: the relationships between land-use and traffic flow in rapidly growing areas, and whether local policies can effectively reduce congestion or if more regional approaches are necessary. In rapidly growing parts of the country, congestion is worse than it was five or ten years ago. But Downs notes that the problem has apparently not yet become bad enough to stimulate effective responses. Neither government officials nor citizens seem willing to consider changing the behavior and public policies that cause congestion. Book excerpt: In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
