This exposition focuses on the failure of current doctrine to adequately address the requirements for rear area operations to produce the conditions necessary for adequate force protection levels. The paper examines joint and service rear area doctrine to determine if it provides a satisfactory solution to future challenges. It provides some alternatives to the current procedures in order to provide the joint force commander the operational control he needs to not only to protect the force but also to better manage and synchronize his warfighting efforts at the operational level. Critical questions include: does componency help or hinder the JRAC (joint rear area coordinator), should the JRAC be a coordinator or a commander, should air and sea space be included in the JRAC's scope of responsibilities, and should the JRAC come from JFC's (joint force commander) headquarters or can he come from the component commander's staff?

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Book excerpt: In 2004-2006, the U.S. government acted to revise the way that the planning and implementation of Stabilization, Security, Transition, and Reconstruction (SSTR) operations are conducted. The primary emphasis of the changes was on ensuring a common U.S. strategy rather than a collection of individual departmental and agency efforts and on mobilizing and involving all available U.S. government assets in the effort. The proximate reason for the policy shift stems from the exposing of gaps in the U.S. ability to administer Afghanistan and Iraq after the U.S.-led ousters of the Taliban and Ba'athist regimes. But the effort to create U.S. government capabilities to conduct SSTR operations in a more unified and coherent fashion rests on the deeper conviction that, as part of the U.S. strategy to deal with transnational terrorist groups, the United States must have the capabilities to increase the governance capacities of weak states, reduce the drivers of and catalysts to conflict, and assist in peacebuilding at all stages of pre- or post-conflict transformation. According to the Joint Operating Concept for Military Support to SSTR operations, these operations are civilian-led and conducted and coordinated with the involvement of all the available resources of the U.S. government (military and civilian), nongovernmental organizations (NGOs), and international partners. Although military assets are an essential component of many SSTR operations, specific military goals and objectives are only a portion of the larger SSTR operation.

This joint publication prescribes doctrine for joint airspace control in the operational area. The prescribed doctrine is broadly stated to fit a wide range of situations requiring military control of airspace. It outlines fundamental principles, relationships, and broad operational-level guidelines, and is intended to provide the basic framework upon which to build an airspace control system (ACS) for an operational area. The joint force commander (JFC) normally designates a joint force air component commander (JFACC) as commander for joint air operations. The JFC also normally designates an area air defense commander (AADC) and an airspace control authority (ACA). When the JFC designates a JFACC, the JFC also normally designates the JFACC as the AADC and ACA. The ACA plans, coordinates, and develops airspace control procedures and operates the ACS. The JFC may designate a separate ACA and/or AADC, in which case, close coordination is essential for unity of effort. The ACA develops a specific airspace control plan (ACP) that is approved by the JFC. The ACP should be closely integrated with the JFC-approved area air defense plan (AADP) developed by the AADC. Joint airspace control increases combat effectiveness by promoting the safe, efficient, and flexible use of airspace with minimum restraint upon airspace users, and includes coordinating, integrating, and regulating airspace to increase operational effectiveness. Effective airspace control reduces the risk of fratricide, enhances air defense, and permits flexibility. Airspace control operations may begin prior to (and continue after) combat operations and may transition through degrees of civil and military authority. The JFC defines the relationship between the ACA and component commanders. Airspace control is essential to operational effectiveness in accomplishing JFC objectives across the range of military operations. Airspace is a crucial part of the operational environment used by all components. A high concentration of friendly surface, subsurface, and airlaunched weapon systems must share this airspace without unnecessarily hindering the application of combat power. The primary goal of airspace control is to enhance effectiveness of the joint force and increase the safety of joint air operations. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth doctrine to govern the joint activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and US military involvement in multinational operations. Book excerpt: Should a JFACC Command Airpower Employment in Small-Scale Contingency Operations? For an airman, the obvious answer to this question is yes. If airpower employment is conducted in any type of operation, it should be commanded by an airman. However, this answer is much too simplistic for reality. According to joint doctrine, the JFACC is the commander in charge of joint air operations when employed as part of a Joint Force. However, most SSC operations employing joint airpower are of such limited scope and duration that the designation of a Joint Force is probably not warranted. Furthermore, there is no consistent definition of the JFACC's role published in joint doctrine. The inconsistent definitions of the JFACC's role provide conflicting and ambiguous guidance to the CINC, which is exacerbated when airpower employment is contemplated in the SSC environment. According to current joint doctrine, the answer to the above question is no, and that is a serious problem. Airpower Employment in SSC Operations Airpower employment in SSC operations is significantly different from other force employment operations. When surface forces are employed in this environment, they have a unifying doctrine that articulates force employment considerations. The doctrine is coherent, relevant, and most importantly, accepted by all of the services. Airpower has four separate service doctrines, and absolutely minimal guidance published in joint doctrine upon which to rely for employment in an SSC environment. The SSC environment is unique in that effective operations achieve strategic, operational, and tactical level objectives concurrently. Joint doctrine does not address this paradigm for airpower employment. Joint Doctrine, the JFACC, and Airpower The JFACC is repeatedly defined in joint doctrine, but each definition is different and somewhat conflicting.
