It provides information for the preparation, coordination, and evaluation of government-to-government transfers of Night Vision Devices (NVDs). These guidelines will promote consistency in the processing of NVD requests for transfer via Foreign Military Sales (FMS) and related programs. This handbook will assist the Defense Security Cooperation Agency (DSCA), Joint Staff (JS), Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD)AT&L, Military Departments (MILDEPs), Implementing Agencies (IAs), Combatant Commands (CCMDs), Country Team (CT), and Security Cooperation Organizations (SCOs) in processing NVD requests. It contains information from the DSCA Manual 5105.38-M, Security Assistance Management Manual (SAMM) and should be used to supplement the SAMM. In the event of any discrepancies or inconsistencies between these two documents, the SAMM will take precedence over this handbook.

Book excerpt: Night Vision Devices (NVDs) employed by the military fall into two categories: Image Intensifiers (I²) also known as Night Vision Goggles (NVGs) and Infrared (IR). Each sensor provides unique visual information not available to the unaided human visual system. However, these devices have limitations and they have been listed as a causal factor in many crashes of military aircraft at night. Researches hypothesize that digitally fusing that output from these sensors into one image and then artificially coloring the image will improve an NVD user's visual performance. The purpose of this thesis was to determine if fusion and coloring of static, natural NVG and IR imagery will improve reaction time and accuracy in target detection.

Book excerpt: Night Vision Devices (NVD) using Image Intensification (II) technology are among the most important sensors used by ground troops and aviators in night operations for modern combat. With the intensified images from these devices, soldiers can see an enemy's movement better and further in darkness. This thesis explores different test methods in evaluating the performances and sensitivities of several NVDs for future image fusion studies. Specification data such as sensitivity, resolution (Modulation Transfer Function) and pixel size are obtained. Comparative analyses of the collected results are made to characterize the performances of the different NVDs. A new method using MATLAB programming to objectively analyze digitized images for characterization of II based NVDs is proposed. This test method can also be extended to the evaluation of Thermal Imaging (TI) systems for comparative analysis with II NVDs. In addition, the feasibility of testing NVDs using both II and TI technologies, with common operating conditions and target boards is discussed. Finally, the potential of using these digitized images for image fusion studies is verified with the test and evaluation results.

Book excerpt: A review of the night vision goggle (NVG) literature published over a 30-year period was conducted to identify NVG training issues that should be addressed to enhance the performance of ground forces. First-, second-, and third-generation image intensification devices are covered. Although the focus is on ground forces, research that addressed aviation issues is also included. The review documents bow soldier performance has improved from advancements in image intensification technology as well as from concerted efforts to address some long-standing training problems. Training research and development issues identified are: determining techniques to train soldiers on NVG technology and its application to night tasks, how to train soldiers to integrate NVGs with other equipment, training to enhance distance estimation abilities of soldiers when using NVGs, and training to improve mounted and dismounted navigation skills with NVGs. Attention must also be paid to developing training techniques that will enable soldiers to overcome the learning plateaus and human factors problems with NVGs so they become truly skilled at night with NVGs.
