Book excerpt: Military operations in Iraq and Afghanistan have focused attention on the performance of DoD¿s supply chain management. DoD spent $178 billion on its supply chain in FY 2007. There have been many reported weaknesses in DoD's management of its supply chain. DoD released its Logistics Roadmap in July 2008 to guide, measure, and track logistics improvements. DoD has identified two technologies included in this roadmap -- item unique ident. (IUID) and passive radio frequency ident. (RFID), as having promise to address weaknesses in asset visibility. This report reviewed: the extent to which the roadmap serves as a comprehensive, integrated strategy to improve logistics; and the progress DoD has made implementing IUID and passive RFID.

Available in PDF, EPUB and Kindle. Book excerpt: As outspoken in his day as Richard Dawkins or Christopher Hitchens are today, American freethinker and author ROBERT GREEN INGERSOLL (1833-1899) was a notorious radical whose uncompromising views on religion and slavery (they were bad, in his opinion), women's suffrage (a good idea, he believed), and other contentious matters of his era made him a wildly popular orator and critic of 19th-century American culture and public life. As a speaker dedicated to expanding intellectual horizons and celebrating the value of skepticism, Ingersoll spoke frequently on such topics as atheism, freedom from the pressures of conformity, and the lives of philosophers who espoused such concepts. This collection of his most famous speeches includes the lectures: [ "The Gods" (1872) [ "Humboldt" (1869) [ "Thomas Paine" (1870) [ "Individuality" (1873) [ "Heretics and Heresies" (1874)

Book Improving the DoD Supply Chain

Book excerpt: The pressure on DoD to reduce costs will continue and mission accomplishment will depend on a clear vision void of Service parochial altitudes. Joint Vision (JV) 2010 was developed to leverage technology to achieve increased effectiveness as the template to transform DoD into a more effective joint force. Its four operational concepts-dominant maneuver, precision engagement, full-dimension protection, and focused logistics-aim at full-spectrum dominance. Focused Logistics is the fusion of logistics information and transportation technologies for rapid crisis response, deployment, and delivery of tailored logistics packages directly to the warfighter. It requires an end-to-end understanding of the supply chain with integrated information and technology to reduce the logistics footprint for more agile sustainment around the globe. DoD must achieve dramatic improvement to attain focused logistics thus; reengineering of the supply system is required. This paper examines the feasibility of replacing the current inefficient supply system with a commercially available single, seamless, supply chain management system. It looks at some current initiatives and who's in charge of them. The issue -- Can the Services work together to develop an effective distribution based supply system that reduces cost and shrinks the logistics footprint? Or, will DoD nibble around the edges and continue suboptimizing the potential improvements available through effective use of technology so adroitly called for in JV 2010?

Book excerpt: The availability of spare parts and other critical items provided through the Department of Defense's (DOD) supply chains affects the readiness and capabilities of U.S. military forces. Since 1990, GAO has designated DOD supply chain management as a high-risk area. In 2005, DOD developed a plan aimed at addressing supply chain problems and having GAO remove this high-risk designation. DOD's plan focuses on three areas: requirements forecasting, asset visibility, and materiel distribution. GAO was asked to provide its views on (1) DOD's progress in developing and implementing the initiatives in its plan, (2) the results of recent work relating to the three focus areas covered by the plan, and (3) the integration of supply chain management with efforts to improve defense business operations. GAO also addressed broader issues of logistics governance and strategic planning. This testimony is based on prior GAO reports and analysis. To determine whether to retain the high-risk designation for supply chain management, GAO considers

Book excerpt: Military operations in Iraq and Afghanistan have focused attention on the Department of Defense's (DOD) supply chain management. The supply chain can be critical to determining outcomes on the battlefield, and the investment of resources in DOD's supply chain is substantial. In 2005, with the encouragement of the Office of Management and Budget (OMB), DOD prepared an improvement plan to address some of the systemic weaknesses in supply chain management. GAO was asked to monitor implementation of the plan and DOD's progress toward improving supply chain management. GAO reviewed (1) the integration of supply chain management with broader defense business transformation and strategic logistics planning efforts; and (2) the extent DOD is able to demonstrate progress. In addition, GAO developed a baseline of prior supply chain management recommendations. GAO surveyed supply chain-related reports issued since October 2001, identified common themes, and determined the status of the recommendations.

Book DoD Depot level Reparable Supply Chain Management

Download or read book DoD Depot level Reparable Supply Chain Management written by Eric Peltz and published by Rand Corporation. This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The RAND National Defense Research Institute examined Department of Defense depot-level reparable (DLR) supply chain management to assess how it could be improved to enhance customer support and reduce costs. This report concludes that DLR supply chain management appears to be done relatively effectively across the services. What on the surface appears to be substantial inventory excess and high disposals of assets is instead a reflection of the fact that DLRs are durable assets very much like weapon systems and other end items. Most DLRs have very low condemnation rates, with depot maintenance economically repairing them time and again through the life of the supported end item. So when they are replaced by upgraded versions or weapon systems are phased out, demand disappears but the assets remain, leading first to "excess" inventory and then to disposals. This is a cost of doing business. As a result, no large, "silver bullet" solutions were found. Still, a number of modest opportunities for improving DLR supply chain management were identified. The first is improving parts supportability, including taking a total cost perspective that encompasses supply and maintenance costs when planning inventory in support of depot production. The second is to shift the Army more toward pull production. The third is to reduce lead times for all types of contracts affecting DLR supply chain management. And the fourth is to better account for all resource lead times in planning DLR production and for anticipatable shifts in procurement and repair needs. All of these enhancements would improve customer support, with better parts support likely reducing maintenance costs and pull production reducing the buildup of inventory."--Back cover.

Available in PDF, EPUB and Kindle. Book excerpt: "DOD estimated that overall spending on logistics, including supply chain management, was more than $210 billion in fiscal year 2010. Because of long-standing weaknesses in supply chain management, GAO has designated DOD supply chain management as a high-risk area and identified three focus areas for improvement-requirements forecasting, asset visibility, and materiel distribution. GAO reviewed the extent to which DOD has developed and implemented (1) corrective action plans that address challenges in the three focus areas, (2) an effective program for monitoring and validating the effectiveness and sustainability of supply chain management corrective actions, and (3) an ability to demonstrate supply chain management progress. GAO prepared this report to assist Congress in its oversight of DOD's supply chain management. GAO reviewed strategic and improvement plans, reviewed documents detailing the performance management framework, and assessed performance measures. GAO recommends that DOD develop and implement corrective action plans and performance measures for asset visibility and materiel distribution and take steps to fully institute its performance management framework. DOD concurred or partially concurred with two recommendations and did not concur with four, citing ongoing initiatives and existing policy. GAO"

Edwards and published by DIANE Publishing Inc.. This book was released on 2010-11 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: DoD¿s management of its supply chain network is critical to supporting military forces in Iraq, Afghanistan, and elsewhere and also represents a substantial investment of resources. As a result of weaknesses in DoD's management of supply inventories and responsiveness to warfighter requirements, supply chain management is a high-risk fed. gov¿t. program. In July 2010, DoD issued a new Logistics Strategic Plan that represents the dept's. current vision and direction for supply chain management and other logistics areas. This testimony: (1) describes DoD's prior strategic planning efforts in the area of logistics; (2) highlights key elements in the new Logistics Strategic Plan; and (3) discusses opportunities for improvement in future iterations of this plan.
