Book excerpt: Pursuant to a legislative requirement, GAO evaluated the Department of Defense's (DOD) plans to reduce personnel assigned to permanent duty in military management headquarters and other related activities. GAO found that: (1) DOD planned to base its reductions of departmental and command headquarters personnel on authorized strength, although the Department of Defense Reorganization Act of 1986 required it to use actual strength to compute reductions; (2) using the actual strength would result in a reduction of 350 more personnel than using authorized levels; (3) DOD interpreted the act as requiring a one-time personnel reduction by September 30, 1988, plus another reduction in 1989, rather than placing a ceiling on the total number of assigned or detailed employees; and (4) as a result of DOD using authorizations as the baseline and allowing reductions against staff levels that were higher than expected, the actual end strength could be 3,321 greater than Congress intended. GAO believes that Congress may wish to resolve whether defense agencies and field activities should retain the end strength growth subsequent to passage of the act.

Book excerpt: The Project on Monitoring Defense Reorganization was initiated in 1987 to bring the collective experience of individuals who have served at the highest levels of the Department of Defense, both military and civilian, in defense industries and scientific establishment, and on relevant committees of the U.S. Congress, to bear on the complicated issues of defense management. The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

GAO found that: (1) DOD has increased the combatant commander's influence in the resource allocation process; (2) the joint strategic planning system enables the Chairman to advise the Secretary of Defense on military deficiencies identified by combatant commanders; (3) DOD has not updated its directive and instruction on the planning, programming, and budgeting system; (4) DOD did not submit a separate budget for the combatant commanders' activities because it believed the commanders had adequate influence in the resource allocation process; (5) DOD also believed that it was not specifically required to submit a separate budget; (6) combatant commanders opposed the idea of a separate budget proposal for their activities; and (7) DOD has set aside $50 million for combatant commanders.

GAO found that: (1) the act established target promotion rates for joint specialty officers, established minimum tour lengths for joint duty assignments, and increased their educational preparation and experience level; (2) DOD published a joint duty assignment list (JDAL) in 1988, including about 8,363 positions of major or lieutenant commander and above; (3) a significant number of JDAL positions did not provide joint operational experience; (4) although DOD issued guidelines that allowed inclusion of dual-hat and cross-department positions on JDAL and provided that those positions transfer to a joint organization, it did not believe that they would add a large number of positions to the list; (5) DOD was concerned that a small list would reduce opportunities for officers to satisfy the requirement for a joint duty assignment prior to general/flag rank promotions; (6) compared to headquarters staff, officers from all the services were generally equivalent or higher on key quality indicators, although Army and Air Force colonels and Navy captains were lower in some areas, while joint specialists quality was equivalent or higher; (7) promotion data showed that the services did not consistently meet promotion targets; and (8) DOD and the services were updating career handbooks in an effort to educate officers about the act requirements. GAO believes that Congress may wish to assess whether it was preferable for a greater number of officers to gain experience in a joint, multiservice environment than in the integrated employment of forces.

Title IV, Joint Officer Management, of the Act was aimed at reforming the officer development of the services in an effort to eliminate the parochial service dispositions that had previously plagued U.S. military efforts. Title IV instituted policies to provide officers with joint education and joint experience in an effort to develop officers with a multi-service or joint perspective. In an effort to provide senior officers with joint experience, all officers promoted to the rank of brigadier general or rear admiral (07) must have completed a joint duty assignment prior to promotion. This dissertation looks specifically at the joint duty promotion requirement instituted under Title IV in an effort to analyze the U.S. military's ability to implement a congressional mandate. The implementation of the joint duty assignment as a promotion requirement has been a source of concern for both the services and congressional policymakers.
