The most visible support is provided during major natural and man-made disasters and other incidents. With the rapid pace of change in U.S. society, the looming threat of climate change, and the disastrous effects dramatic weather events of the past year, civil authorities will increase their dependence on the Federal government and the DoD. The DSCA specifically addresses cyber and physical infrastructure services critical to maintaining the national defense, continuity of government, economic prosperity, and quality of life in the United States. DSCA is the vehicle that facilitates the support needed, so it is imperative that State, City and Local governments become fully versed in the capabilities and possible support that DoD can muster when help is required. This book explains what the DoD can and cannot do when an emergency is declared. All three volumes of the DSCA are included here. Also included is the Stafford Act, and the Emergency Management-related Provisions of the Homeland Security Act, FEMA 592 August 2016. Why buy a book you can download for free? Methods discussed include Lean Six Sigma, Total Quality Management, and Capability Maturity Models, the utility of such methods is demonstrated, and the value in applying process improvement methods to DSCA operations is articulated. Three recommendations are given to demonstrate how a usable process maturity model can be built and employed for future operations. The monograph concludes by reaffirming the inherent utility of, and advocating for, process improvement techniques as a way to mature future DSCA operations using the dual status commander arrangement.

Book excerpt: Defense Support to Civil Authorities (DSCA) is an important mission for the Army and the Department of Defense. Inherent to this mission, and critical in its execution, is effective liaison, coordination, and integration of Army forces into the emergency response structures of local, state, and federal civilian agencies. An examination of two cases, the 2012 response to Hurricane Sandy and the 2016 Cascadia Rising earthquake response exercise, identifies several shortfalls in integration and coordination between the Army, other service components, and civil authorities. This thesis examines these shortfalls and provides a potential solution to correct them for future DSCA missions. This thesis suggests that a creation of a functional area and force structure within the Army that is dedicated to the Army's DSCA mission would bridge the gap between the Army and its civilian partners at all levels. The new DSCA Corps would be responsible for civil-military liaison, relationship building, and integrated planning prior to a disaster. During a disaster, the DSCA Corps would provide a core of DSCA subject matter experts (SMEs) to facilitate the rapid deployment and integration of Title 10 and Title 32 forces in support of the civilian Incident Command System (ICS). The problem lies with the Army; it has both a lack of understanding of the civilian emergency response structures and processes and also a tendency to take charge of operations rather than deferring to civil authorities. In order to save lives and mitigate property damage, it is important for multiple agencies to rapidly integrate and cooperate to respond to disasters. The Army needs to find a way to improve its ability to integrate with civil authorities rapidly and effectively in order to make a positive impact on disaster response operations rather than detracting from them. Improvements in the following areas could enhance DoD command and control effectiveness during defense support to civil authorities: (1) better integration between existing state National Guard (NG) and Active Component (AC) command and control systems, (2) development of an aggressive NRP and National Incident Management System (NIMS) education program within units stationed in USNORTHCOM and USPACOM areas of operation (AOR), (3) development of a domestic exercises branch by USNORTHCOM to provide exercise support across the interagency arena for DoD support to the LFA, and (4) development of an aggressive public information response cell to assist the LFA during the initial phases of federal support.

It also provides LNOs and commanders with basic tools for success in a Defense Support of Civil Authorities (DSCA) environment. It is not intended to describe the duties of the Emergency Preparedness Liaison Officers (EPLOs). Section II, Chapters 2 through 9, includes information on capabilities of High Demand Task Organizations in a DSCA environment. To be most effective, LNOs should read both the LNO Toolkit and the Tactical Level Commander and Staff Toolkit (GTA 90-01-020).
