Book Military housing privatization off to a slow start and continued management attention needed report to the Secretary of Defense

Download or read book Military housing privatization off to a slow start and continued management attention needed report to the Secretary of Defense written by and published by DIANE Publishing. This book was released on 1998 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) spends about $8 billion annually to provide housing for military members and their families either by paying cash allowances for members to live in private sector housing or by assigning members to military-owned or -leased quarters. Over the past several years, DOD has expressed concern over the poor quality of the military housing inventory and the need for renovations and improvements to bring the housing up to contemporary standards. To improve housing faster and more economically than could be achieved if only traditional military construction appropriations were used, the Congress approved DOD's request for a new initiative, known as the Military Housing Privatization initiative, that allows and encourages private sector financing, ownership, operation, and maintenance of military housing. Under the initiative, DOD can provide direct loans, loan guarantees, and other incentives to encourage private developers to construct and operate housing either on or off military installations. Because it represents a new approach to improving military housing, GAO reviewed the implementation of the new initiative to (1) measure progress to date, (2) assess issues associated with privatizing military housing, and (3) determine whether the new initiative is being integrated with other elements of DOD's housing program.

Book An Analysis of DOD s Family Housing Management Account and Lease Construction Agreements

Download or read book An Analysis of DOD s Family Housing Management Account and Lease Construction Agreements written by United States. General Accounting Office and published by . This book was released on 1980 with total page 15 pages. Available in PDF, EPUB and Kindle. Book excerpt: An examination was made of the Department of Defense (DOD) family housing management account for fiscal years 1977, 1978, and 1979 to determine (1) whether funds have been transferred among specified functional areas within the account without congressional approval; (2) how transferred funds are to be used and if they are used for that purpose; and (3) what the Congress could do to assure that funds are used for the purposes justified in the DOD family housing budget. GAO also examined the DOD family housing overseas leasing program to determine if DOD can legally enter into lease construction agreements before passage of appropriation laws, whether lease terms under the lease construction agreements are full-year leases, and the amount required in fiscal year 1981 for increased costs for existing leases. DOD can reprogram funds appropriated to operate and maintain military-controlled family housing units. The laws creating the account and appropriating the funds as a lump sum entitled "operation, maintenance" permit this flexibility. Funds are transferred, and in some cases retransferred, during the fiscal year at DOD, Service Secretary, major command, and installation commander levels. In fiscal year 1977 funds obligated for operation were $41.4 million less than the budget amount and funds obligated for maintenance were $35 million more than the budget amount. The differences were larger for fiscal years 1978 and 1979. DOD lease construction agreements entered into before receipt of appropriations are authorized under applicable laws, provided their rental rates are within statutory limits. To ensure that funds are used for the specific purposes justified in the budget, the military construction appropriation act could specify amounts for the purposes justified in the budget. In addition, the appropriation committees could establish a requirement in the fiscal year 1981 military construction appropriation bill that DOD give advance notice of major reprogramming of family housing operation and maintenance funds. This would give the committees important budgetary information without necessarily decreasing DOD flexibility in undertaking needed reprogramming.

Book Military Housing

Download or read book Military Housing written by United States. Government Accountability Office and published by . This book was released on 2020 with total page 77 pages. Available in PDF, EPUB and Kindle. Book excerpt: Congress enacted the Military Housing Privatization Initiative in 1996 to improve the quality of housing for servicemembers. DOD is responsible for general oversight of privatized housing projects. However, private-sector developers are responsible for the construction, renovation, maintenance, and repair of about 99 percent of military housing in the United States. Recent reports of hazards, such as mold and pest infestation, have raised questions about DOD’s oversight of privatized military housing. This report assesses, among other things, the extent to which OSD and the military departments (1) conduct oversight of privatized housing and (2) have developed and implemented initiatives to improve privatized housing. GAO is making 12 recommendations, including that DOD take steps to improve housing condition oversight, performance indicators, maintenance data, and resident satisfaction reporting as well as to assess the risk of the initiatives on project finances.
