Book excerpt: To better support the need for timely, effective manufacturing technology development and transition, the Department of Defense (DoD) has established nine Manufacturing Innovation Institutes (MIIs) through its Defense-wide Manufacturing Science and Technology program element within the DoD Manufacturing Technology program. The institutes are considered by DoD to be important facilitators that bring together innovative ecosystems in key technology and market sectors in the United States. DoD MIIs are industry-led public private partnerships, with dual, public and private benefit, providing large commercial market potential while also meeting key U.S. defense industrial needs. The mission of the nine DoD-established institutes addresses both defense and commercial manufacturing needs within specific, defense-relevant technology areas. DoD Engagement with Its Manufacturing Innovation Institutes Phase 2 Study provides strategic guidance on protocols for conducting long term engagement assessments of the MIIs including evaluation metrics; best practices for MII education and workforce development programs; and development of strategies for better connecting MIIs to the broader DoD community and to other federal agencies. An interim report focused on the MII assessment protocol topic was published in April 2021 and is also included in this report, in appendixes C and D. This final report provides findings and recommendations relevant to education and workforce development best practices and DoD and other federal agency engagement strategies.

The Manufacturing USA institutes are considered crucial and game-changing catalysts that are bringing together innovative ecosystems in various technology and market sectors critical to DoD and the nation. Since 2012, DoD has invested $600 million directly in its Manufacturing USA institutes with the understanding that the initial federal investment included (1) core funding and (2) one-time, start-up funding to establish the institutes within a period of 5 to 7 years. As the institutes now begin to reach year five, DoD is evaluating the effectiveness of the institutes in fulfilling their goals and the best on-going roles for the federal government, including on-going funding options, to ensure optimal benefit to U.S. competitiveness. This report reviews the role of DoD's investment to date in establishing its eight institutes as publicâ€"private partnerships and its engagement with each institute after it has matured beyond the start-up period.

Given the continued prominence of enhancing domestic manufacturing and international competitiveness in public policy discussions, the National Academies convened a second workshop on November 14, 2018, to monitor the progress of the Manufacturing USA institutes. This publication summarizes the presentations and discussions from this second workshop.

Book excerpt: Created in 1982 through the Small Business Innovation Development Act, the Small Business Innovation Research (SBIR) program remains the nation's single largest innovation program for small business. The SBIR program offers competitive awards to support the development and commercialization of innovative technologies by small private-sector businesses. At the same time, the program provides government agencies with technical and scientific solutions that address their different missions. SBIR at the Department of Defense considers ways that the Department of Defense SBIR program could work better in addressing the congressional objectives for the SBIR program to stimulate technological innovation, use small businesses to meet federal research and development (R & D) needs, foster and encourage the participation of socially and economically disadvantaged small businesses, and increase the private sector commercialization of innovations derived from federal R&D. An earlier report, An Assessment of the Small Business Innovation Research Program at the Department of Defense, studied how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. This report builds on the previous one, with a revised survey of SBIR companies. SBIR at the Department of Defense revisits some case studies from the 2009 study and develops new ones, and interviews agency managers and other stakeholders to provide a second snapshot of the program's progress toward achieving its legislative goals.

The United States has long thrived as a result of its ability to manufacture goods and sell them to global markets. Manufacturing drives knowledge production and innovation in the United States by supporting two-thirds of private sector research and development and by employing the vast majority of U.S. scientists, engineers, and technicians to invent and produce new products. Yet, in the 2000's, manufacturing faced major employment declines as factories were shuttered. U.S. strengths in manufacturing innovation and technologies that have sustained American leadership in manufacturing are under threat from new and growing competition abroad. Over the past six years, however, several groups have raised concern about whether the nature of DOD-funded basic research is changing. The concerns include these: Funds are being spent for research that does not fall under DOD's definition of basic research; reporting requirements have become cumbersome and onerous; and basic research is handled differently by the three services. To explore these concerns, the Congress directed DOD to request a study from the National Research Council (NRC) about the nature of basic research now being funded by the Department. Specifically the NRC was to determine if the programs in the DOD basic research portfolio are consistent with the DOD definition of basic research and with the characteristics associated with fundamental research.

Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs.
