Download or read book Verification written by Allan S. Krass and published by Routledge. This book was released on 2020-11-19 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985, the level of anxiety and suspicion between the USA and the USSR had rarely been higher. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.

Book The Value of Diversity in Multilateral Disarmament Work

Download or read book The Value of Diversity in Multilateral Disarmament Work written by John Borrie and published by United Nations Institute for D. This book was released on 2008 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Success has been hard to attain in recent years in multilateral disarmament and arms control work. Political problems exist, but they are not the sole problem. Obstacles to progress can be the unintended consequences of past practice, or they can stem from the complex challenges those involved must deal with. Aspects of multilateral disarmament practice compound cognitive challenges that individuals face in managing their perceptions and interactions with others. While there is no way to ensure success in disarmament endeavours, multilateral practitioners can improve the chances by recognising and harnessing cognitive diversity, as humanitarian perspectives in disarmament processes have shown. This book discusses practical suggestions to help achieve this.

Book The Superpowers and Nuclear Arms Control

Download or read book The Superpowers and Nuclear Arms Control written by Dennis Menos and published by Praeger. This book was released on 1990-04-23 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: The nuclear arsenals of the United States and the Soviet Union are larger, better equipped, and deadlier than at any other time in history. This incisive book contends that the superpowers, while exhibiting enormous ingenuity in the area of arms development, have shown only a minimal interest toward the containment of arms. This is a carefully documented evaluation of the mismanagement of nuclear arms control by the superpowers, and of their failure to contain the nuclear arms race despite their involvement in the process for over a quarter of a century. Only the superpowers can reduce the proliferation of nuclear arms and in the process lessen the likelihood of nuclear war through accident, miscalculation, or crisis escalation. Yet forty-four years after Hiroshima, not a single wanted nuclear weapon has been eliminated by them. The Superpowers and Nuclear Arms Control addresses a broad spectrum of nuclear arms control issues, beginning with the history of the nuclear arms race, the lukewarm attempts by the superpowers at nuclear arms control, and the role of the nuclear havenots. The book then considers current threats to arms control evidenced by the termination of the SALT regime and plans to discard the ABM Treaty. A discussion of the congressional-executive split on numerous key arms control issues is followed by conclusions drawn from observing decades of negotiation. Comprehensive appendices contain valuable charts and other documents that reinforce the content of the text. This resource is a useful tool for arms control and disarmament activists, students, and researchers, and for the many men and women everywhere who are at a loss to understand why so little is being accomplished in this critical area.
