Book excerpt: Social accounting matrices (SAMs) are the core underlying data for economy-wide simulation models such as computable general equilibrium models. This paper reports the development of a SAM for Uzbekistan for the year 2014. The last SAM developed for Uzbekistan is based on the year 2001 (Müller, 2006) and Uzbekistan is listed among the top ten countries by GDP and population by the Global Trade and Analysis Project for which a recent input-output is missing. The SAM documented in this technical paper is characterized by a detailed representation of the agricultural sector. Generally, data availability in Uzbekistan is a challenge and the development process had to rely on myriad data sources. The final SAM values are estimated using an information-theoretic, cross-entropy approach. Using a Bayesian perspective, the degree of uncertainty of cell entries' prior values reflected the availability and quality of data sources. In total, this SAM consists of 88 accounts. There are 31 commodity accounts and 31 accounts describe economic activities of which 17 activities are part of the agricultural sector. The factor accounts comprise five types of labor, capital, and main natural resources: land and water. There are three household accounts, one government, and five tax accounts. The authors hope that this SAM will allow researchers to investigate research questions that are of high priority for Uzbekistan's future economic development, particularly those related to the future role of agriculture and water.

The SAM is built using a Statistics South Africa Supply Table and Use Table, National Accounts, and various household and labour market surveys. It provides a detailed representation of the South African economy and identifies 62 activities and 104 commodities; labour is disaggregated by education attainment level; and households by per capita expenditure deciles. Information on labour is drawn from the 2012 Labour Market Dynamics Survey of the Quarterly Labour Force Survey. Data on households is taken from the 2008/9 Living Conditions Survey. The SAM identifies government, investment, and foreign accounts. It is a useful database for conducting economy-wide impact assessments, including SAM-based multiplier analysis and computable general equilibrium modelling.

Book excerpt: This paper documents the different steps followed to construct Social Accounting Matrix (SAM) for Balochistan for the year 2019-20. More precisely, it describes the estimation methods and the nature of the data used in developing the SAM at the subnational level. The Balochistan SAM includes 13 production activities, 4 factors of production, 4 household groups and rest of the world account, assessing linkages between production, factor income distribution, and households’ incomes and expenditures, and capturing distributional effects. The Balochistan SAM reveals that the shares of services and manufacturing sector remains lower than national average and there is an overwhelming contribution of the livestock and horticulture sector in the subnational economy which has the potential in boosting national livestock and horticulture exports. Further, the consumption pattern in Balochistan supports Engle’s law of consumption showing that with an increase in households’ income, the share of expenditure on food decreases and consumption of non-food items increases. This paper is organized as follows. The first section presents an overview of Balochistan province of Pakistan. The second Section highlights the background of Social Accounting Matrix and its key features. The third section review the literature and various efforts made to develop Pakistan SAM with varying features. The fourth section describes the process and the methodology used to develop SAM. The fifth section presents the structure of Balochistan SAM, accounts, and data sources and elaborates the process and techniques used to balance Balochistan SAM. The sixth section highlights the structure of Balochistan’s economy and an evaluation of value addition. The seventh section underscores the key findings of Balochistan SAM. The final section underlines how the SAM Balochistan can contribute to evidence-based policy making that helps in economic growth and reducing poverty in Balochistan.

Book excerpt: This paper assesses the implications of large-scale investments in biofuels for growth and income distribution. We find that biofuels investment enhances growth and poverty reduction despite some displacement of food crops by biofuels. Overall, the biofuel investment trajectory analyzed increases Mozambique's annual economic growth by 0.6 percentage points and reduces the incidence of poverty by about 6 percentage points over a 12-year phase-in period. Benefits depend on production technology. An outgrower approach to producing biofuels is more pro-poor, due to the greater use of unskilled labor and accrual of land rents to smallholders, compared with the more capital-intensive plantation approach. Moreover, the benefits of outgrower schemes are enhanced if they result in technology spillovers to other crops. These results should not be taken as a green light for unrestrained biofuels development. Rather, they indicate that a carefully designed and managed biofuels policy holds the potential for substantial gains.

The SAM is the main dataset used for economywide modelling of policy scenarios and simulations. A special feature of this SAM is its spatial disaggregation according to malaria epidemiological and agroecological zones. It is built using data from the Kenya National Bureau of Statistics (e.g., the economic survey 2021 and the 2019 Kenya Population and Housing Census), the Central Bank of Kenya (i.e., the Diaspora Remittances Survey), the Kenya Ministry of Health (i.e., the Kenya Malaria Strategy 2019-2023), the 2019 SAM for Kenya, constructed by Thurlow (2021), and the 2017 Kenyan SAM, developed by Ferrari et al. (2020). Compared to the existing Kenyan SAMs, this SAM has two vital features. First, it includes 30 labour categories, disaggregated by skill levels and malaria epidemiological and agroecological zones. Second, households are classified into 40 representative groups according to residence place, income quantiles, and malaria epidemiological and agroecological zones. Consequently, this SAM is a valuable database for conducting economy-wide analysis of health policies, e.g., assessing the implications of implementing malaria control and elimination strategies or changes in labour availability due to malaria effects on morbidity and mortality.
