Book excerpt: This report is the summary of a workshop conducted by the National Research Council in order to learn from both forecast makers and forecast users about improvements that can be made in understanding the markets for doctoral scientists and engineers. The workshop commissioned papers examined (1) the history and problems with models of demand and supply for scientists and engineers, (2) objectives and approaches to forecasting models, (3) margins of adjustment that have been neglected in models, especially substitution and quality, (4) the presentation of uncertainty, and (5) whether these forecasts of supply and demand are worthwhile, given all their shortcomings. The focus of the report was to provide guidance to the NSF and to scholars in this area on how models and the forecasts derived from them might be improved, and what role NSF should play in their improvement. In addition, the report examined issues of reporting forecasts to policymakers.

Book excerpt: In the United States today, there are some 3,400 separately governed colleges and universities, amounting to a higher education industry with expenditures that constitute 2.8% of the gross national product. Yet, the economic issues affecting this industry have been paid relatively little attention. In this collection of eight essays, experts in economics and education bring economic analysis to bear on such underexamined topics as the nature of competition in higher education, higher education's use of resources, and who chooses to purchase what kind of education and why. In higher education, supply refers to such issues as government support for public colleges and universities, the means by which graduate programs allocate financial support to students, and the criteria that universities use for investing endowments. Demand pertains to patterns of student enrollment and to the government, business, and individual market for the service and research activities of higher education. Why are tuitions nearly the same among schools despite differences in prestige? How are institutions with small endowments able to compete successfully with institutions that have huge endowments? How are race and ethnicity reflected in enrollment trends? Where do the best students go? What choices among colleges do young people from low-income backgrounds face? This volume addresses these questions and suggests subjects for further study of the economics of higher education.

Book excerpt: Worldwide, in Africa and in South Africa, the importance of the doctorate has increased disproportionately in relation to its share of the overall graduate output over the past decade. This heightened attention has not only been concerned with the traditional role of the PhD, namely the provision of future academics; rather, it has focused on the increasingly important role that higher education and, particularly, high-level skills is perceived to play in national development and the knowledge economy. This book is unique in the area of research into doctoral studies because it draws on a large number of studies conducted by the Centre of Higher Education Trust (CHET) and the Centre for Research on Evaluation, Science and Technology (CREST), as well as on studies from the rest of Africa and the world. In addition to the historical studies, new quantitative and qualitative research was undertaken to produce the evidence base for the analyses presented in the book. The findings presented in Doctoral Education in South Africa pose anew at least six tough policy questions that the country has struggled with since 1994, and continues to struggle with, if it wishes to gear up the system to meet the target of 5 000 new doctorates a year by 2030. Discourses framed around the single imperatives of growth, efficiency, transformation or quality will not, however, generate the kind of policy discourses required to resolve these tough policy questions effectively. What is needed is a change in approach that accommodates multiple imperatives and allows for these to be addressed simultaneously.

Using theoretical and statistical findings, it compares the experience of American Jews with that of other Americans, from the middle of the 19th century through the 20th and into the early 21st century. Jews in the United States have been remarkably successful; from peddlers and low-skilled factory workers, clearly near the bottom of the economic ladder, they have, as a community, risen to the top of the economic ladder. The papers included in this volume, all authored or co-authored by Barry Chiswick, address such issues as the English language proficiency, occupational attainment and earnings of Jews, educational and labor market discrimination against Jews, life cycle and labor force participation patterns of Jewish women, and historical and methodological issues, among many others. The final chapter analyzes alternative explanations for the consistently high level of educational and economic achievement of American Jewry over the past century and a half. The chapters in this book also develop and demonstrate the usefulness of alternative techniques for identifying Jews in US Census and survey data where neither religion nor Jewish ethnicity is explicitly identified. This methodology is also applicable to the study of other minority groups in the US and in other countries.

Examining historical precedent, Michael Teitelbaum highlights five episodes of alarm about "falling behind" that go back nearly seventy years to the end of World War II. In each of these episodes the political system responded by rapidly expanding the supply of scientists and engineers, but only a few years later political enthusiasm or economic demand waned. Booms turned to busts, leaving many of those who had been encouraged to pursue science and engineering careers facing disheartening career prospects. Their experiences deterred younger and equally talented students from following in their footsteps—thereby sowing the seeds of the next cycle of alarm, boom, and bust. Book excerpt: This report provides projections of the supply and utilization of doctoral scientists and engineers (S/E) through 1987. The study, the fourth in a series that began in 1969, uses a new approach that explicitly incorporates the effect of the domestic market for highly trained S/E personnel upon the numbers of S/E doctorates awarded by American universities. In this improved approach, market conditions are assumed to affect the projected proportions of both S/E baccalaureates who enter graduate school and graduate enrollees who earn doctorates. The projected 1982 and 1987 supplies of doctorates in each broad S/E field are the summation of three components. The first is composed of those members of the 1977 doctoral labor force who are projected to be still employed at the later dates. The second component, about equal in size to the first, is doctorate recipients for 1977 through 1982 and 1983 through 1987. Before their inclusion in the projected supply, these estimates of future degree-recipients are adjusted to reflect the emigration of non-U.S. residents and any field-switching of the remaining new doctorates as they take their first jobs after graduation. The third, and smallest, component is the estimated number of future Ph.D. immigrants.
