Book excerpt: This paper investigates the relationship between public and private wages in the five largest euro area countries for the period 1997-2017. The analysis shows that there exists a positive and significant response of private wages to a public wage shock. This effect is found to be temporary and to differ across countries (positive and significant in France, Spain, Italy and non-significant in Germany and the Netherlands). Interestingly, the response of private wages is found to be asymmetric: a positive and statistically significant response is found in case of a positive shock to public wages, while no statistically significant effects are detected in case of a cut to public wages. As the public wage containment policies adopted during the sovereign debt crisis are expected to be gradually lifted in several euro area countries, the findings of this paper suggest that knock-on effects on private sector wages cannot be excluded in the years to come.

Book excerpt: The authors use 1993-94 and 1999-2000 India Employment and Unemployment surveys to investigate wage differentials between the public and private sectors as well as workers' decisions to join a particular sector. To obtain robust estimates of the wage differential, they apply three econometric techniques each relying on a different set of assumptions about the process of job selection. All three methods show that differences in wages between public sector workers and workers in the formal-private and informal-casual sectors are positive and high. Estimates show that, on average, the public sector premium ranges between 62 percent and 102 percent over the private-formal sector, and between 164 percent and 259 percent over the informal-casual sector, depending on the choice of methodology.

This book proposes an alternative view according to which wage developments need to be strengthened through a Europe-wide coordinated reconstruction of collective bargaining as a precondition for more sustainable and more inclusive growth in Europe. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: This paper focuses on productivity dynamics of a firm-worker match as a potential explanation for the 'unemployment volatility puzzle'. We let new matches and continuing jobs differ in terms of productivity level and sensitivity to aggregate productivity shocks. As a result, new matches have a higher destruction rate and lower, but more volatile, wages than old matches, as new hires receive technology associated with the latest vintage. In our model, an aggregate productivity shock generates a persistent productivity difference between the two types of matches, creating an incentive to open new productive vacancies and to destroy old matches that are temporarily less productive. The model produces a well behaved Beveridge curve, despite endogenous job destruction and more volatile vacancies and unemployment, without needing to rely on differing wage setting mechanisms for new and continuing jobs.

Book excerpt: The number of unemployed persons and the unemployment rate are widely used as measures of the extent of underutilisation of labour resources in the economy. While the ABS continues its commitment to producing employment statistics based on internationally accepted definitions, it also recognises that the headline unemployment rate cannot satisfy all the purposes for which such data are required. The ABS provides a wide range of data on available labour resources and the extent of labour utilisation. Supplementary measures based on these data can be used to give a broader perspective on the meaning and measurement of unemployment and underutilised labour. In particular, measures are available of underemployment and of persons who, although not currently economically active, have some of the characteristics of the unemployed (i.e pesons marginally attached to the labour force). This information paper discusses ABS measures of labour underutilised and proposes four indicators of labour underutilisation. It also identifies and discusses population groups, within the wider groups of underemployed, underemployed and marginally attached persons, that were used to develo these indicators.

This focus reflected the commonly held belief that the natural environmental was sufficient to sustain the world's population in relative comfort (at least in developed nations) and was "there for the taking". By the late 1960's, however, the spectacular levels of economic growth that had taken place since the Second World War began to exact a visible toll on the natural environment. This visibility prompted growing concern for the environment among activists, government officials, academics and the pUblic. This concern has followed a general upward, though cyclic, trend to the present day. Remarkable events during this trend include the issuing of the Brundtland report, and the world environmental summits help in Rio and Kyoto. Concern for the natural environment has impacted the discipline of economics, resulting in the birth of the field of environmental economics that has recently eclipsed in popularity its parent field of natural resource economics.
