Book excerpt: The objective of the Emergence of Cross-Border Regions project is to substantiate the existence, scope and nature of Canada-US cross-border regions, and to examine the policy implications of these regions for the Government of Canada. [...] For instance, our results show that the border effect on overall trade is lower within cross-border regions, for every province, signifying that the level of trade in the borderlands is above and beyond that which can be solely explained or expected from the economic size of the participants and their proximity. [...] To then find the border effect between a province and the states in a cross-border region, we must calculate the antilog of the sum of the two coefficients for ln (Canada-Dummy) and ln (CBR-Dummy), that is, (g+h). [...] We interpret these results as support for the existence of strong border effects.12 Border effects tend to be lowest in the central provinces of Ontario and Quebec, and they are very high for the Atlantic Provinces, especially those with no land connection to the US. [...] For instance, it was insignificant in 1997 for Alberta's trade with its US partners in the West CBR, and Manitoba's trade with US states in the Prairies-Great Plains CBR, and New Brunswick's and Newfoundland and Labrador's trade with the US states in the Atlantic CBR.

It looks at how the selective openness of the Belarus-Lithuania border worked during different periods over the last twenty years and how it influenced the involvement of different social groups in shuttle trade practices. Foremost, this book considers how political borders implement and/or intensify social boundaries and suggests that the selective openness of political borders, a prerequisite for the existence of female shuttle trade activities, is primarily built upon people’s social characteristics. However, it claims that what can be seen as the grounds for growing inequality at a global level, at a local one may have an important resourceful meaning for various social groups including those usually perceived as disadvantaged, such as widowed female retirees or unemployed single women with children.

Book excerpt: Twenty-five years ago, the governments of Singapore, Malaysia, and Indonesia agreed to jointly promote the city-state, the state of Johor in Malaysia, and the Riau Islands in Indonesia. Facilitated by common cultural references, a more distant shared history, and complementary attributes, interactions between the three territories developed quickly. Logistics networks have proliferated and production chains link firms based in one location with affiliates or transport facilities in the other territories. These cross-border links have enabled all three locations to develop their economies and enjoy rising standards of living. Initially economic in nature, the interactions between Singapore, Johor, and the Riau Islands have multiplied and grown deeper. Today, people cross the borders to work, go to school, or avail of an increasing range of goods and services. New political, social, and cultural phenomena have developed. Policymakers in the various territories now need to reconcile economic imperatives and issues of identity and sovereignty. Enabled by their proximity and increasing opportunities, families have also begun to straddle borders, with resulting questions about citizenship and belonging. Using the Cross-Border Region framework - which seeks to analyse these three territories as one entity simultaneously divided and bound together by its borders - this book brings together scholars from a range of disciplines. Its 18 chapters and more than 20 maps examine the interaction between Singapore, Johor, and the Riau Islands over the past quarter-century, and seek to shed light on how these territories could develop in the future.

Book excerpt: This paper develops comparable financial conditions indices (FCIs) for the six large and most financially-integrated Latin American economies (LA6) by following Korobilis (2013) and Koop and Korobilis (2014). The main findings are as follows. First, the estimated FCIs are influenced by a commodity cycle, a global financial cycle, as well as country-specific episodes of financial distress. Second, by early 2017, financial conditions remained favorable in most LA6 economies relative to historical standards. Third, the impact of financial shocks on economic activity widely varies across LA6 and is otherwise found to be stronger in periods of financial stress. Fourth, exposure to regional financial spillovers also differs across LA6.

Book excerpt: Does international trade help or hinder the economic development of border regions relative to interior regions? Theory tends to suggest that trade helps, but it can also predict the reverse. The question is policy relevant as regions near land borders are generally poorer, and sometimes more prone to civil conflict, than interior regions. We therefore estimate how changes in bilateral trade volumes affect economic activity along roads running inland from international borders, using satellite night-light measurements for 2,186 border-crossing roads in 138 countries. We observe a significant 'border shadow': on average, lights are 37 percent dimmer at the border than 200 kilometers inland. We find this difference to be reduced by trade expansion as measured by exports and instrumented with tariffs on the opposite side of the border. At the mean, a doubling of exports to a particular neighbor country reduces the gradient of light from the border by some 23 percent. This qualitative finding applies to developed and developing countries, and to rural and urban border regions. Proximity to cities on either side of the border amplifies the effects of trade. We provide evidence that local export-oriented production is a significant mechanism behind the observed effects.

Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative.
