Collaborative approaches are increasingly common across a range of governance and policy areas. Single-issue, single-organization solutions often prove ineffective for complex, contentious, and diffuse problems. Collaborative efforts allow cross-jurisdictional governance and policy, involving groups that may operate on different decision-making levels. In Beyond Consensus, Richard Margerum examines the full range of collaborative enterprises in natural resource management, urban planning, and environmental policy. He explains the pros and cons of collaborative approaches, develops methods to test their effectiveness, and identifies ways to improve their implementation and results. Drawing on extensive case studies of collaborations in the United States and Australia, Margerum shows that collaboration is not just about developing a strategy but also about creating and sustaining arrangements that can support collaborative implementation. It examines their role in Russian foreign policy, reforms to units’ equipment and operational roles, performance during combat operations against Ukraine, and current unit deployment locations and purposes in the Central, Southern and Western Military Districts. Russia perceives itself as operating from a position of weakness and surrounded by superior NATO forces. It is pursuing a programme of military reform, both in terms of equipment and structures. The Russian Ground Forces are being geared towards fighting in aggressive, short, sharp and complex operations into enemy territory, as well as being streamlined to increase readiness levels and deployability at short notice. However, operations against Ukraine have required force generation efforts from almost every Russian Ground Forces formation, including those in the Far East, which is evidence that the Kremlin’s ability to sustain even a moderate tempo of operations in the medium term is limited. Furthermore, chronic undermanning and morale issues remain, which will be exacerbated by the political decision to re-establish division-scale formations. In addition, Western sanctions and Russia’s difficult economic situation are severely hampering efforts to extend equipment reforms across the whole force. Russian Ground Forces should not be seen by the West as an unstoppable colossus. However, the West must not ignore the unmistakable Russian efforts to prepare for offensive, high-tempo operations against NATO, and the formidable political will that will use them if given the opportunity.

Russia’s war in Ukraine demonstrates the much-discussed relations between the principal (Russia) and agent (rebel militias) in Eastern Ukraine. Russia’s aggression against Ukraine in 2014 was a frontal challenge to the post-Cold War European regional order, and since 2022 it has offered a challenge to the global order. Filling the gap in the literature on indirect warfare and insurgencies, this book offers systematic insights into structures and relations within the leaderless rebellion in the Donetsk and Luhansk Oblasts. It introduces the concept of the delegation of leaderless rebellion, based on the argument that it is a specific kind of rebellion when local elites do not actively participate as the leaders of the rebellion. Random people, without any fighting or political experience and with no social embeddedness, become rebel commanders, which means the principal – Russia – faces serious challenges but also benefits from opportunities to exercise complete control over the rebel forces and administration. This book will be of much interest to students of civil wars and insurgencies, political violence, Eastern European politics, and international relations in general.
