El reto de la creación de un sistema mAs justo de apropiación y distribución del bienestar social. Book excerpt: Introducción: El presente documento surge a partir del proceso de práctica conducente a trabajo grado en la Vicerrectoría de Responsabilidad Social y Bienestar Universitario de la Universidad Tecnológica de Pereira para aspirar al título de Licenciada en Etnoeducación y Desarrollo Comunitario, permita agenciar procesos de mediación y diálogo a partir del trabajo con grupos cultural y socialmente diferenciados existentes en la institución; todo ello es en sí una investigación social en un contexto caracterizado por la diversidad cultural, social, política y étnica, asumiendo la oportunidad de gestionar un proyecto transversal de la institución, el cual privilegie la construcción de una escuela y a largo plazo una ciudadanía diversa1, para lo cual el profesional mencionado está capacitado2. En el desarrollo de este escrito se analizara la categoría Inclusión, iniciando por un recorrido histórico de la educación en el contexto colombiano, para visualizar el proceso de cambio del concepto integración por inclusión, como estrategia y fin mismo de la educación de tal manera que todos los sujetos en uso de sus derechos como ciudadanos y ciudadanas puedan acceder al sistema educativo con calidad y pertinencia, en este caso los grupos diferenciales presentes en la institución mencionada anteriormente, como son los grupos étnicos (comunidades indígenas, afrodescendientes, raizales y palenqueros) que según datos estadísticos de la institución esta población asciende a para el segundo semestre de 2015, aunque para el primer semestre del presente año de los 3.510 admitidos a la institución, solo el 5% son minorías, es decir tan solo 191 estudiantes ingresaron por mecanismo de excepción por minorías3... .
