A concomitant of economic development and social conflict, squatting attracts public attention because – implicitly or explicitly – it questions property relations from the perspective of the basic human need for shelter. So far neglected by historical inquiry, squatters have played an important role in the history of urban development and social movements, not least by contributing to change in concepts of property and the distribution and utilization of urban space. An interdisciplinary circle of authors demonstrates how squatters have articulated their demands for participation in the housing market and public space in a whole range of contexts, and how this has brought them into conflict and/or cooperation with the authorities. The volume examines housing struggles and the occupation of buildings in the Global "North," but it is equally concerned with land acquisition and informal settlements in the Global "South." In the context of the former, squatting tends to be conceived as social practice and collective protest, whereas self-help strategies of the marginalized are more commonly associated with the southern hemisphere. This volume’s historical perspective, however, helps to overcome the north-south dualism in research on squatting.

Taking a political, social, and spatial perspective, the author offers Atlanta as a case study. Akira Drake Rodriguez shows that the decline in support for public housing, often touted as a positive (neoliberal) development, has negative consequences for social justice and nascent activism, especially among Black women. Urban revitalization policies target public housing residents by demolishing public housing towers and dispersing poor (Black) residents into new, deconcentrated spaces in the city via housing choice vouchers and other housing-based tools of economic and urban development. Diverging Space for Deviants establishes alternative functions for public housing developments that would necessitate their existence in any city. In addition to providing affordable housing for low-income residents—a necessity as wealth inequality in cities increases—public housing developments function as a necessary political space in the city, one of the last remaining frontiers for citizens to engage in inclusive political activity and make claims on the changing face of the state.

Each system exhibits peculiarities that are related to its demographic, economic, and geopolitical history, and that are underlined by the systematic comparison of continental and regional urban systems, following a common template throughout the book. Multi-scale urban processes, whether local (one city), or within national systems (systems of cities), or linked to the expansion of transnational networks (towards global urban systems) throughout the world over the period 1950–2010 are deeply analyzed in 16 chapters. This global overview challenges urban governance for designing policies facing globalization and the subsequent ecological transition. The answers, which emerge from the diversity of situations in the world, add some reflections on and recommendations to the “urban system framework” proposed in the Habitat III agenda.

Wantje Fritschy has analysed the development and structure of its public revenue and expenditure. She argues that a ‘tax revolution’ and the ‘fiscal resilience’ of the provinces together were more important for its surprising performance than Holland’s public debt alone, and the institutional and economic characteristics of its ‘urban system’ were more important than wealth due to foreign trade. Comparisons with the fiscal systems of three more centralized states - the Venetian Republic, Britain and the Ottoman Empire - underline the crucial importance of long-term ‘urbanization trajectories’ in understanding early-modern fiscal performance. It was not because it was federal that the Dutch Republic collapsed.
