In Ghosts of Atlanta: Cultural Gentrification of the Black Mecca, author Rhana Gittens Wheeler examines the fading echoes of African American memory and historical narratives in Atlanta. As encroaching investors and business owners enter historically Black areas, many have sought to rebrand entire neighborhoods, making those spaces more palatable to would-be gentrifiers and less recognizable to former residents. Exploring material sites of meaning, including monuments, museums, art exhibitions, and more, Gittens Wheeler unearths tensions between the city’s proud legacy as a hub of political and economic equality for Black Americans and the unsettling reality of cultural displacement. Gittens Wheeler interrogates and critiques recent developments in the city, including the Atlanta BeltLine, craft breweries, and attractions that romanticize the civil rights movement. This includes immediate medical attention, long-term mental health care, and the reconstruction of housing and infrastructure in both rural and urban areas. The experiences of the contributors, many of whom have actively contributed their expertise to disaster management and recovery, help us understand what problems require a swift response and which aspects should be based on detailed analyses keeping in mind local conditions. Reconstruction is seen as offering an opportunity to rebuild society such that all sections of the population are empowered and brought into the community’s decision-making process. It is also an opportunity to develop construction techniques that are suited to local materials and skills but are also more earthquake-resistant than the old. And finally, there is the realisation that the best first responders are local community groups which need to be nurtured, and trained in crisis management and risk mitigation.

This combined Limited Scope Final Environmental Impact Statement and Record of Decision (LS SFEIS/ROD) evaluates the No- Build Alternative, several Build Alternatives, and a series of corridor preservation alternatives for future transportation improvements, and selects an alternative. The Preferred Build Alternative is the Selected Alternative and reconstructs WIS 23 to a 4-lane divided highway on the existing alignment and creates interchanges, connector roads, and a trail. Corridor roads as well as the UW 151/WIS 23 interchange.
