It was hosted by the Government of the Republic of Rwanda, and the African Ministers Council on Water. The meeting attracted extraordinary interest: over 1000 people registered and nearly 900 people attended from a total of 67 countries, including representatives of 42 African countries. The content of AfricaSan 3 was aligned with the needs of countries as defined in country preparation meetings which took place in advance. AfricaSan 3 looked to address the country needs and to commitments and country action planning. Book excerpt: Across the world, welfare states are under challenge—or were never developed extensively in the first place—while non-state actors increasingly provide public goods and basic welfare. In many parts of the Middle East and South Asia, sectarian organizations and political parties supply basic services to ordinary people more extensively and effectively than governments. In sub-Saharan Africa, families struggle to pay hospital fees, and nongovernmental organizations (NGOs) launch welfare programs as states cut subsidies and social programs. Likewise, in parts of Latin America, international and domestic NGOs and, increasingly, private firms are key suppliers of social welfare in both urban and rural communities. Even in the United States, where the welfare state is far more developed, secular NGOs and faith-based organizations are critical components of social safety nets. Despite official entitlements to public welfare, citizens in Russia face increasing out-of-pocket expenses as they are effectively compelled to seek social services through the private market In The Politics of Non-State Social Welfare, a multidisciplinary group of contributors use survey data analysis, spatial analysis, in-depth interviews, and ethnographic and archival research to explore the fundamental transformation of the relationship between states and citizens. The book highlights the political consequences of the non-state provision of social welfare, including the ramifications for equitable and sustainable access to social services, accountability for citizens, and state capacity. Book excerpt: In the context of FAO's Global Action (GA) on Green Development of Special Agro-Products (SAPs), themed as “One Country – One Priority Product” (OCOP), given that OCOP shares similar philosophy as the One Village One Product (OVOP) movement and taking advantages of the rich experiences of OVOP and advances made by Asian countries, especially Japan International Cooperation Agency (JICA)'s support in many OVOP projects around the world, this publication presents an overview of the OVOP movement globally and showcases how OVOP can boost rural economies and increase food security nutrition through the development of local products hence contributing to SDG 1, 2, and 10. Chapter I explains what OVOP is and how it has been disseminated outside Japan. Chapter II provides overview of JICA's support for OVOP. In Chapter III, JICA’s OVOP projects are analyzed in terms of their objectives, alignment to strategic policy framework, target population, products/services, governance structure and monitoring and evaluation. Chapter IV reviews the process and interventions taken in OVOP projects and identifies good practices.Chapter V lists success factors which are extracted from OVOP projects. FAO’s One Country–One Priority Product (OCOP) projects are encouraged to refer to them in their planning and implementation phases. Lastly, in Chapter VII, several implications and recommendations for OCOP are drawn from OVOP experiences of JICA.

Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. Obstacles covered include impediments to the rule of law, the continuation of human rights abuses, the impunity of the Army, and the failure to end ethnic insurgency.

Book excerpt: There is much controversy over the development of new dams for hydropower, where concerns for environmental protection and the livelihoods of local people may conflict with the goals of economic development. This book analyses the opportunities and barriers that NGOs and civil society actors face when conducting advocacy campaigns against such developments. Through a comparison of two NGO coalitions in Cambodia and Vietnam advocating against the Xayaburi hydropower dam on the Mekong River, the book explores the intricate interactions of formal and informal rules and norms and how they influence advocacy strategies. A framework for analysis is proposed which serves as a tool for analysis by civil society actors. The author generates fresh insights into the way in which opportunities and barriers are created for NGOs to influence state-centric decision-making processes. The book also discusses Mekong riparian states’ negotiation process over the Xayaburi hydropower dam in detail, providing an analysis of the Mekong River’s governance under the 1995 Mekong Agreement.
