Book excerpt: The problems arising from the existence of asymmetric information in public decision making have been widely explored by economists. Most of the traditional analysis of public sector activities has been reviewed to take accountofthe possible distortions arising from an asymmetric distribution of relevant information among the actors of the public decision-making process. A normative approach has been developed to design incentive schemes which tackle adverse selection and moral hazard problems within public organisations: our understanding of these problems is now much better, and some of the mechanisms designed have had important practical implications. While this analysis is still under way in many fields of public economics, as the papers by Jones and Zanola, and Trimarchi witness, a debate is ongoing on the possible theoretical limitations ofthis approach and on its actual relevance for public sector activities. This book encompasses different contributions to these issues, on both theoretical and practical areas, which were firstly presented at a conference in Catania. The innermost problem in the current discussion arises from the fact that this normative analysis is firmly rooted in the complete contracting framework, with the consequence that, despite the analytical complexities of most models, their results rely on very simplified assumptions. Most complexities of the organisation of public sector, and more generally, of writing "contracts", are therefore swept away.

A wide range of questions will be considered: First of all, will two parties reach efficient agreements? Traditional economic theory gives a generally affirma tive answer for perfectly rational agents, who can carry out complex calcu lations instantaneously and without cost. The book uses innovative methods to analyse the implications of less demanding assumptions. A practical ques tion related to bargaining is: How much power does the design of institutions such as the U. N. Security Council give to each of its members? Formally, non permanent members' votes are necessary to pass resolutions, but theoretical investigation of pre-voting negotiation attributes all power to the five perma nent members. Or one may ask whether a society should rather finance the education in higher mathematics for a talented person than remedial training for a retarded person? Different concepts of justice yield different answers. Which particular concept is implemented in a given society is also a matter of bargaining, and it is of special philosophical interest to investigate which bargain will be struck in an ideal society in which individual talents and resources are not yet known. Very generally, a bilateral bargaining situation is characterized by two agents - individuals, firms, governments, etc.

It explores the fundamental implications of the theories of consumption and growth and aims at solving the difficulties raised by the dominant economic theories (neoclassical, Keynesian, supply side) by taking into account the dimension of the historical conflict of the labour market and the public intervention that results from it, such as the construction of a specific legal framework that is to say, labour law. The work focuses on providing a description of conflict and intervention, the market's leading characteristics, and demonstrates that they can be interpreted by introducing two major remedial hypotheses in economic fundamentals. It also contributes to solving several theoretical controversies and highlights the two main perspectives on the economic regulation of the labour market.

Book excerpt: Recently, it has become apparent to developing countries in the WTO that their limited bargaining power has, in fact, been a stumbling block to obtaining desired negotiation outcomes in the multilateral trade system. Thus, to execute any fundamental changes to the status quo, there was a need to cluster together, pool resources and form alliances to leverage their collective strength in the negotiations. What remained unclear, however, was what role this increased coalition activity by developing countries played in the current WTO negotiations process. Therefore, the primary purpose of this dissertation is to describe how this shift toward coalitions as a negotiation strategy by developing countries occurred and to consider the possible implications of this coalition strategy for the future of the multilateral trading system. Due to the complexity of the Doha Round, I restricted my area of study to the Doha Round agriculture negotiations as a single case study, since agriculture is the undisputed "locomotive" of the Round, having set the tone for the majority of the negotiations. Using qualitative data, I captured a contextual description of four developing country agriculture coalitions -- Cotton-4, G-20, G-33 and G-90 -- as "nested cases" throughout the agriculture negotiation process from March 2003 to March 2010. I described the function of developing country coalitions in the negotiations by comparing and contrasting aspects of each coalition's negotiation strategy or tactics during the research study period. In sum, I investigate my preliminary assessment of the reason coalition strategy emerged as the dominant negotiation tool for developing countries in this particular WTO Round. I then describe how these coalitions maneuvered in the ongoing negotiations during the study period. At the end of my descriptive comparative analysis, I was able to explain the significance of coalitions as a strategic tool for developing countries in WTO trade rules negotiations as well as assess the specific role that each of the four case study coalitions have played in the negotiation process. In conclusion, the study highlights some of the lessons learned from developing country coalition strategy in this Round. The information derived could serve as a platform for further research in this area and eventually explain the raison d'être behind the negotiated outcomes.

Why do financial institutions, industrial companies, and households hold low-yielding money balances, Treasury bills, and other liquid assets? When and to what extent can the state and international financial markets make up for a shortage of liquid assets, allowing agents to save and share risk more effectively? These questions are at the center of all financial crises, including the current global one. In Inside and Outside Liquidity, leading economists Bengt Holmström and Jean Tirole offer an original, unified perspective on these questions. In a slight, but important, departure from the standard theory of finance, they show how imperfect pledgeability of corporate income leads to a demand for as well as a shortage of liquidity with interesting implications for the pricing of assets, investment decisions, and liquidity management. The government has an active role to play in improving risk-sharing between consumers with limited commitment power and firms dealing with the high costs of potential liquidity shortages. Chapter 2 develops the basic symmetric information model to compare the performance of cost-based and negotiated pricing in the absence of external input markets. Chapter 3 considers market-based pricing and the role of internal price adjustments; it ignores investments and focuses solely on trading incentives. Chapter 4 adds investments to the model of Chapter 3 and shows that investment opportunities further strengthen the case for internal adjustments. Chapter 5 reconsiders the initial analysis of Chapter 2 for the case of asymmetrically informed divisional managers. The book ends with the author's conclusions and an appendix including the mathematical proofs. A key theme running through Internal Pricing is that the firm's central office (i.e headquarters) plays a rather limited role in mediating individual transactions. This captures the stylized empirical fact that in most firms, headquarters designs the broad "rules of the game" by choosing a pricing mechanism and compensation contracts, but usually does not get involved in pricing on a product-by-product basis.
