Book excerpt: La revue de littérature indique que la gestion des risques opérationnels bancaires relève d'une approche organisationnelle et/ou financière. Dans les organisations de microfinance, qui contribue indéniablement à la financiarisation des populations exclues de secteur bancaire, la problématique de la gestion des risques opérationnels n'a pas fait l'objet d'investigation scientifique, et le risque opérationnel n'est pas soumis à un traitement règlementaire. A partir de ce double constat, cette recherche se donne pour objectif d'identifier les choix stratégiques de couverture des risques opérationnels dans les organisations de microfinance et de mettre en évidence les modalités de leur structuration, selon une approche non financière, qualitative et exploratoire. Quatre étude de cas, retenues en prenant en compte la diversité de formes institutionnelles et organisationnelles des organisations de microfinance, ont permis, après une triangulation des sources d'évidence et des techniques d'analyse, de tirer des conclusions portant sur les déterminants du risque opérationnel et sur les dispositifs de gestion. Par ailleurs les analyses mettent en lumière les effets des formes organisationnelles à la fois sur le risque opérationnel et sur les leviers d'actions mobilisés pour y faire face.

The cooperative banking paradigm has been put under an unprecedented pressure as a consequence of factors such as the exceptionally low interest rates set by the European Central Bank, low profitability generated by traditional banking services—which are the backbone of the cooperative banking business—and the entrance of fintech companies into the banking market. Furthermore, tightening regulation since the beginning of the crisis has produced an increased capital and liquidity burden which in some cases have forced cooperative banks to reduce lending to their members and customers, putting under question the traditional countercyclical role of cooperative banks in periods of crisis. For these reasons, it is of the utmost value to observe and analyse how cooperative banks have been reacting in the attempt to preserve their unique business model and, at the same time, to keep providing credit to the economy. A number of scholars active in the cooperative banking sector have been involved in this edited volume as contributors.

Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

Central Banking in Turbulent Times examines fundamental questions about the central banking system, asking whether the model of an independent central bank devoted to price stability is the final resting point of a complex development that started centuries ago.
