Book excerpt: This CALL Handbook is a compilation of ILE student papers from the DLRO course "Refugees and Displaced Persons in the Operational Environment."The complex and ambiguous nature of today's contemporary operational environment requires leaders of extraordinary skill and ability. Regardless of where the U.S. military conducts operations, the operational environment will often include large groups of displaced populations. Some will be victims of forced migration due to conflict, whereas others may be victims of voluntary migration as a result of difficult humanitarian hardships. Human history, remarkably consistent over time, suggests that U.S. military forces will face difficult challenges in future conflicts, especially in the areas of law, logistics, and security; these difficulties are often exacerbated when dealing with population groups that are displaced and suffering. History has also shown these population groups are especially vulnerable and desperately need the assistance and protection that often eludes them.In recent years, much work has been done in the international arena to address the concerns that displaced populations present, namely under the auspices of the United Nations High Commissioner for Refugees. Although there is significant legal precedent in how refugees and displaced persons are to be treated, the challenges associated with large numbers of displaced persons have been largely ignored by the U.S. military, and scant doctrine or procedures have been written and shared throughout the profession.To this end, the U.S. Army Command and General Staff College has developed an elective course to facilitate increased awareness and understanding of this daunting challenge. The articles that follow are the consolidated efforts of the intermediate level education students who participated in the study. Their essays help define the problems that military commanders and units will face when in operational environments, where displaced persons are a constant, and will help to clarify the nature of the humanitarian crisis that most likely will accompany the displacement phenomena. Understanding the context of the issue is essential for all leaders. This handbook provides keen insight into the military's role in dealing with refugees and displaced persons.

The ability to provide streamlined and integrated CBRNE and medical capabilities will be essential. Military forces will need to create the space necessary for aid agencies to operate and provide a synchronized interagency and intergovernmental response. Time between detection, analysis, understanding, and deployment could be very short and predeployment training and planning timelines will be limited. The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.

This work examines four post-Cold War interventions launched on behalf of people on the move: international action in Iraq, Bosnia, Somalia and Rwanda. Because these crises accompanied the emergence of the concept of Internationally Displaced Persons (IDPs) in international relations, they have shaped the understandings of forced displacement issues, such as ethnic cleansing, need and humanitarian action. The author looks at attitudes towards IDPs, concluding that UN-backed interventions regarding displaced civilians were primarily about deterring, sometimes preventing, them from escaping places of conflict. Protection in this context became a device by which international protagonists sought to contain people on the move within the confines of their collapsed states. As a result, levels of safety effectively granted by the international community depended less on the vulnerability of populations than on Western fears of mass border crossings.
