Book Agricultural Trade and Food Policy

Download or read book Agricultural Trade and Food Policy written by Malcolm D. Bale and published by . This book was released on 1985 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: This essay reviews and generalizes the recent experience of the World Bank in studies undertaken on pricing and trade policy in agriculture in developing countries. Five archetypical countries are used as the basis for comment: Nigeria, Colombia, Philippines, Jamaica, and Pakistan. The motivation behind each of the studies was to gain an understanding of the incentive or disincentive environment in which agriculture operates. Five issues are addressed: (i) structure of the incentive system; (ii) effect of trade and policy interventions on output, farm income, consumer income, and government revenue; (iii) synchronization of agricultural policy with industrial policy and other macroeconomic policies; (iv) relationship of domestic prices to border prices of similar goods; and (v) possible restructuring of agricultural pricing policies and mechanisms to achieve stated goals. The paper finds that direct government intervention in the production, pricing, and distribution of foods on a massive scale is common; there is a profound distrust of the ability of the market to value and allocate resources. However, little thought is given the type of instrument selected, resulting in price distortions with serious allocative and efficiency effects.

Book Does Food Aid Influence Agricultural Development in Recipient Countries

Download or read book Does Food Aid Influence Agricultural Development in Recipient Countries written by Lorraine L. Coke and published by . This book was released on 2009 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The role of food aid in hunger alleviation and poverty reduction has been examined in several studies, some resulting in positive effects and some showing little or insignificant effects. There is little empirical evidence to test whether food aid has any effect on agricultural development or whether food aid has an effect on development assistance intended for agricultural sector development. This paper examines the relationship between food aid and agricultural production in Sub-Saharan Africa, where most of the world's food aid is directed. The research question examines whether food aid has a disincentive effect on domestic agriculture production levels. Using data compiled from the Food and Agriculture Organization of the United Nations (FAO), the World Bank Development Indicators, the United Nations World Food Program (WFP), and the Organization for Economic Cooperation and Development (OECD) the results indicate that agricultural production is positively influenced by external agricultural development assistance and food aid. The results indicate a need for further research into the effects of household level effects from food aid disbursements and whether food aid is effective in long-term development programs. The policy implications from this research suggest a shift in foreign assistance and an increase in agricultural development programs that focus on achieving food security and food self-sufficiency in developing countries.
