Begun in 1986 with three centers, there are now fourteen. In response to a CDC request to evaluate the program, Linking Research and Public Health Practice examines the vision for the prevention research centers program, the projects conducted by the centers, and the management and oversight of the program. In conducting the evaluation, the IOM committee took a broad view of how prevention research can influence the health of communities, and considered both the proximal risk factors for disease prevention and the more distal conditions for health promotion and improved equity in the distribution of risk factors. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.
