Book excerpt: In May 1976, when one of us was temporarily associated with Stras bourg Observatory for lecturing on distance determination methods (Heck 1978), Pierre Lacroute - then in his last year as Director there - mod estly requested comments on a project he had been cherishing for quite a few years, and which he had been presenting to visitors and colleagues: an astrometric satellite. His persuasiveness and persistence won support from the scientific com munity, from the French space agency CNES and from the European Space Agency (ESA): the Hipparcos satellite was born. It was fitting that Lacroute lived long enough after his retirement to attend the launch of his brainchild in 1989 and to see it successfully operational. He knew however he would not enjoy the completion of this long and ambitious mission (he passed away on 14 January 1993, a few days before reaching the age of 87). In May 1997, in the prestigious setting of San Giorgio :Maggiore in Venice, ESA organized a symposium celebrating the presentation of the Hipparcos and Tycho catalogues. That conference signalled also the re lease of the first scientific results based at least partially on Hipparcos data. An impressive proceedings volume (Battrick 1997) of more than nine hundred pages, gathering together almost two hundred contributions, gave evidence of numerous studies in progress, in addition to papers starting to appear in the classical journals. Book excerpt: The American Psychological Association (2020) reported that some 81% of teenage children (13 to 17 years-of-age) were negatively impacted in a range of ways due to school closures in connection with COVID-19, including 47% who indicated that they “didn’t learn as much as they did in previous years” (para. 21). That perhaps many more than 47% of teenage children in the United States did not learn as much as they did in previous years was documented in the most recent National Assessment of Educational Progress (NAEP) report which found that “the national average score declines in mathematics for fourth- and eighth-graders were the largest ever recorded in that subject” (Wilburn & Elias, 2022, para. 1). The National Center for Educational Statistics Commissioner commented somewhat hyperbolically that the results showed that “every student was vulnerable to the pandemic’s disruptions” (Wilburn & Elias, 2022, para. 5) and called for a single-minded emphasis on ways to assist students to recover from their trauma and accelerate their learning. Wilburn and Elias (2022) joined those who have pointed out that the learning declines associated with COVID-19 did not occur equitably. The likelihood of a single-minded policy response to change the system and address the achievement gaps exposed by the range of responses to COVID-19 seems small. On the one hand, doubting the sustainability of innovative responses, education historian Larry Cuban referenced the dominant stability of schooling which, if anything, “produces this huge public and professional need to resume schooling as it was” (Young, 2022, para. 18). On the other hand, diverse political agendas will diffuse concerted efforts. Grossman et al. (2021) discussed a pertinent example from Michigan where “public health data, partisanship, and collective bargaining” (p. 637) each played a role in determining school reopening decisions. On this same issue of school reopening, there is credible evidence from Massachusetts that the much maligned and politically explosive masking policies implemented in some schools may have saved lives (Cowger et al., 2022). Roy (2020) asserted that “historically, pandemics have forced humans to break with the past and imagine their world anew. This one is no different. It is a portal, a gateway between one world and the next” (para. 48). The chapters in this volume attest to the willingness of individuals to collaborate in stepping through that portal.

Book excerpt: The term proto-planetary nebulae (PPNe) in the context of the late stages of stellar evolution was created only slightly more than 20 years ago to express the belief that in the near future these objects will become planetary nebulae (PNe). The first proto-planetary nebulae (called also post-Asymptotic Giant Branch, or shortly post-AGB objects) AFGL 2688 and AFGL 618 were discovered in mid seventies in course of the Air Force Sky Survey. Investigation of this phase of stellar evolution developed very rapidly in 1980's after the IRAS mission when it became clear that proto-planetary nebulae emit a significant part of their energy in the mid-and far-infrared. Hundreds of new candidates have been proposed but the recognition of the real proto-planetary nebulae is not a simple task and needs a substantial effort to exclude cases that represent different evolutionary stages. High resolution spectroscopy of stellar atmospheres is of much importance in this respect. Surprisingly, only a small group of central stars, the so called 21 11m emitters, show chemical signatures of the 3 rd dredge up process. Very recently, a more detailed studies of mid-infrared spectra from the Infrared Space Observatory (ISO) allow for a better understanding of chemical composition and evolution of circumstellar material around these stars. A new impetus in the field of proto-planetary nebulae research was started in the 1990's with high spatial resolution imaging in mid-infrared and optical wavelength ranges.

Book excerpt: In 1986, the FFC requested that the NRC appoint a committee to examine the field and propose ways by which the POE process could be improved to better serve public and private sector organizations. The resulting report, Post-Occupancy Evaluation Practices in the Building Process: Opportunities for Improvement, proposed a broader view of POEs-from being simply the end phase of a building project to being an integral part of the entire building process. The authoring committee recommended a series of actions related to policy, procedures, and innovative technologies and techniques to achieve that broader view. In 2000, the FFC funded a second study to look at the state of the practice of POEs and lessons-learned programs among federal agencies and in private, public, and academic organizations both here and abroad. The sponsor agencies specifically wanted to determine whether and how information gathered during POE processes could be used to help inform decisions made in the programming, budgeting, design, construction, and operation phases of facility acquisition in a useful and timely way. To complete this study, the FFC commissioned a set of papers by recognized experts in this field, conducted a survey of selected federal agencies with POE programs, and held a forum at the National Academy of Sciences on March 13, 2001, to address these issues. This report is the result of those efforts.
