Book excerpt: Sudden change in North Africa manifested through popular protests followed by the end of authoritarian regimes in Tunisia, Egypt and Libya revitalised the scholarly concern with democracy in the region. Democratisation and democracy received fresh attention in the ‘Arab Spring’. Arab citizens displayed their grasp and possession of ‘democratic knowledge’ in a bottom-up groundswell of activism against the wielding of power by authoritarian regimes. In this book, the investigation into democratic knowledge revolves around the idea that good government must be in the first instance rooted in a local system of knowledge. However, no privileging of the ‘local’ is offered here at the expense of the ‘democratic’. Each chapter illustrates the context-specific experiences which provide political actors with the wherewithal in actively learning democracy. The countries examined with reference to a socially constructed democratic knowledge include Algeria, Libya, Morocco, Tunisia and Egypt. Critical focus on local agency in North Africa during the ‘Arab Spring’ enables a shift from democratisation as an ideology to a ‘democratic learning turn’. This book was originally published as a special issue of the Journal of North African Studies.

Since the rise of the modern bureaucratic state, in each country of the Middle East and North Africa, citizenship has developed differently. In addition, rights are highly differentiated within one country, ranging from privileged, underprivileged and discriminated citizens to non-citizens. Through its dual nature as instrument of state control, as well as a source of citizen rights and entitlements, citizenship provides crucial insights into state-citizen relations and the services the state provides, as well as the way citizens respond to these actions. It traces the genealogy of the Western idea of modernity from European Enlightenment concepts of the universal nature of human history and development, and shows how this idea was used to justify the Western exploitation and oppression of Africa. It argues that contemporary development, theory and practice is a continuation of the Enlightenment project and that Africa can only achieve real development by rejecting Western modernity and inventing its own forms of modernity. The book is divided into four sections. The first section provides an outline of the theory of modernity in the Enlightenment project. In the second section, an attempt is made to trace the genealogy of the idea of development as modernity and how the African development process gets entangled with it. Here, its evolution is mapped through three periods: early modernity, capitalist modernity and late modernity. Zeroing in on the current era of late or hypermodernity, the book contests the idea that there is something new in globalisation and its neo-liberal development paradigm. The third section turns to the complex but pertinent question of how, at the beginning of the twenty-first century, Africa can transcend the impasse of modernity. The fourth and final section sums up the argument and points the way forward.

Book excerpt: Since Kant, philosophy has been obsessed with epistemological questions pertaining to the relationship between mind and world and human access to objects. In The Democracy of Objects, Bryant proposes that we break with this tradition and once again initiate the project of ontology as first philosophy. Drawing on the object-oriented ontology of Graham Harman, as well as the thought of Roy Bhaskar, Gilles Deleuze, Niklas Luhman, Aristotle, Jacques Lacan, Bruno Latour and the developmental systems theorists, Bryant develops a realist ontology that he calls "onticology". This ontology argues that being is composed entirely of objects, properties, and relations such that subjects themselves are a variant of objects. Drawing on the work of the systems theorists and cyberneticians, Bryant argues that objects are dynamic systems that relate to the world under conditions of operational closure. In this way, he is able to integrate the most vital discoveries of the anti-realists within a realist ontology that does justice to both the material and cultural. Onticology proposes a flat ontology where objects of all sorts and at different scales equally exist without being reducible to other objects and where there are no transcendent entities such as eternal essences outside of dynamic interactions among objects.
