Book excerpt: In the early 1990s, false reports of Iraqi soldiers in Kuwait allowing premature infants to die by removing them from their incubators helped to justify the Persian Gulf War, just as spurious reports of weapons of mass destruction later undergirded support for the Iraq War in 2003. In The Discourse of Propaganda, John Oddo examines these and other such cases to show how successful wartime propaganda functions as a discursive process. Oddo argues that propaganda is more than just misleading rhetoric generated by one person or group; it is an elaborate process that relies on recontextualization, ideally on a massive scale, to keep it alive and effective. In Genealogies of Terrorism, Verena Erlenbusch-Anderson rejects attempts to define what terrorism is in favor of a historico-philosophical investigation into the conditions under which uses of this contested term become meaningful. The result is a powerful critique of the power relations that shape how we understand and theorize political violence. Tracing discourses and practices of terrorism from the French Revolution to late imperial Russia, colonized Algeria, and the post-9/11 United States, Erlenbusch-Anderson examines what we do when we name something terrorism. She offers an important corrective to attempts to develop universal definitions that assure semantic consistency and provide normative certainty, showing that terrorism means many different things and serves a wide range of political purposes. In the tradition of Michel Foucault’s genealogies, Erlenbusch-Anderson excavates the history of conceptual and practical uses of terrorism and maps the historically contingent political and material conditions that shape their emergence. She analyzes the power relations that make different modes of understanding terrorism possible and reveals their complicity in justifying the exercise of sovereign power in the name of defending the nation, class, or humanity against the terrorist enemy. Offering an engaged critique of terrorism and the mechanisms of social and political exclusion that it enables, Genealogies of Terrorism is an empirically grounded and philosophically rigorous critical history with important political implications.

Before the 1970s, however, hijackings, assassinations, and other acts we now call 'terrorism' were considered the work of rational strategic actors. Disciplining Terror examines how political violence became 'terrorism', and how this transformation ultimately led to the current 'war on terror'. Drawing upon archival research and interviews with terrorism experts, Lisa Stampnitzky traces the political and academic struggles through which experts made terrorism, and terrorism made experts. She argues that the expert discourse on terrorism operates at the boundary - itself increasingly contested - between science and politics, and between academic expertise and the state. Despite terrorism now being central to contemporary political discourse, there have been few empirical studies of terrorism experts. This book investigates how the concept of terrorism has been developed and used over recent decades.

It evaluates the relationship between the use of state terrorism by Northern liberal democracies and efforts by those states to further incorporate the South into the global political economy and to entrench neoliberalism. Most scholarship on terrorism tends to ignore state terrorism by Northern democracies, focusing instead on terrorist threats to Northern interests from illiberal actors. The book accounts for the absence of Northern state terrorism from terrorism studies, and provides a detailed conceptualisation of state terrorism in relation to other forms of state violence. The book explores state terrorism as used by European and early American imperialists to secure territory, to coerce slave and forced wage labour, and to defeat national liberation movements during the process of decolonisation. It examines the use of state terrorism by the US throughout the Cold War to defeat political movements that would threaten US elite interests. Finally, it assesses the practices of Northern liberal democratic states in the 'War on Terror' and shows that many Northern liberal democracies have been active in state terrorism, including through extraordinary rendition. This book will be of much interest to students of critical terrorism studies, security studies, South American politics, US foreign policy and IR in general.
