It also pushed Iran to form beneficial trade agreements with nations such as China and Russia. In order to ensure long term stability and security in the Middle East, security to U.S. allies, and protection of U.S. vital interests, the U.S. must take the lead in a creating and executing foreign policy that is well coordinated with its allies and opens a new relationship with Iran. This strategy research paper proposes a U.S. comprehensive smart power strategy that integrates diplomatic, information, economic and military tools to address the complex and volatile issues of this region. By using all elements of smart power, the U.S. demonstrates that it is open to a relationship of mutual respect with Iran and is willing to provide Iran with nuclear energy alternatives. This strategy will also demonstrate U.S. resolve to take action when vital national interests (survival of allies) are threatened. The U.S. strategic goal is Iran's development of a peaceful nuclear energy program while precluding an indigenous uranium enrichment capacity.

The development of successful US policy with regards to this issue demands an appreciation of Iran's potential nuclear strategy. Does Iran view nuclear weapons as tools of coercion, useful deterrents, or the ultimate survival guarantee for Shi'ism and Persian culture? Key to speculation about potential strategies is first discerning what motivates Iran's nuclear aspirations, the influences of what Colin Gray calls the "strategic culture," and speculation on the rationality of Iran's policy process. The evidence suggests Iran is perhaps more rational with regards to strategy development than generally believed if we view decisions in terms of the Iranian experience and key influences on decision makers. It seems likely Iran intends to use nuclear weapons as deterrents to further US and Israeli action in the region, while at the same time enhancing its prestige. US policy based on traditional deterrence theory may apply with respect to countering Iran's eventual nuclear capability.

Iran’s nuclear weapons program has alarmed the international community since the 1990s, but has come to the forefront of international security concerns since 2000. This book argues that Iran’s hostility with the United States remains the major causal factor for its proliferation activities. With the US administration pursuing aggressive foreign policies towards Iran since 2000, the latter’s security threat intensified. A society that is split on many important domestic issues remained united on the issue of nuclear weapons acquisition after the US war in Iraq. Consequently, Iran became determined in its drive to acquire nuclear weapons and boldly announced its decision to enrich uranium, leaving the US in no doubt about its nuclear status. This book underscores the importance of protracted conflicts in proliferation decisions, and underpinning this is the assumption that non-proliferation may be achieved through the termination of intractable conflicts. The aims of this work are to demonstrate that a state’s decision to acquire nuclear weapons depends largely on its engagement in protracted conflicts, which shows not only that the presence of nuclear rivals intensifies the nuclear ambition, but also that non-nuclear status of rival states can promote non-proliferation incentives in conflicting states inclined to proliferate. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."
