Book excerpt: Unable to forge a world consensus against the potential dangers of a nuclear armed Iran, US policy makers must prepare for the inevitable. The development of successful US policy with regards to this issue demands an appreciation of Iran's potential nuclear strategy. Does Iran view nuclear weapons as tools of coercion, useful deterrents, or the ultimate survival guarantee for Shi'ism and Persian culture? Key to speculation about potential strategies is first discerning what motivates Iran's nuclear aspirations, the influences of what Colin Gray calls the "strategic culture," and speculation on the rationality of Iran's policy process. The evidence suggests Iran is perhaps more rational with regards to strategy development than generally believed if we view decisions in terms of the Iranian experience and key influences on decision makers. It seems likely Iran intends to use nuclear weapons as deterrents to further US and Israeli action in the region, while at the same time enhancing its prestige. US policy based on traditional deterrence theory may apply with respect to countering Iran's eventual nuclear capability.

By using all elements of smart power, the U.S. demonstrates that it is open to a relationship of mutual respect with Iran and is willing to provide Iran with nuclear energy alternatives. This strategy will also demonstrate U.S. resolve to take action when vital national interests (survival of allies) are threatened. The U.S. strategic goal is Iran's development of a peaceful nuclear energy program while precluding an indigenous uranium enrichment capacity.

Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.

With the US administration pursuing aggressive foreign policies towards Iran since 2000, the latter’s security threat intensified. A society that is split on many important domestic issues remained united on the issue of nuclear weapons acquisition after the US war in Iraq. Consequently, Iran became determined in its drive to acquire nuclear weapons and boldly announced its decision to enrich uranium, leaving the US in no doubt about its nuclear status. This book underscores the importance of protracted conflicts in proliferation decisions, and underpinning this is the assumption that non-proliferation may be achieved through the termination of intractable conflicts. The aims of this work are to demonstrate that a state’s decision to acquire nuclear weapons depends largely on its engagement in protracted conflicts, which shows not only that the presence of nuclear rivals intensifies the nuclear ambition, but also that non-nuclear status of rival states can promote non-proliferation incentives in conflicting states inclined to proliferate.
