In the aftermath of a disaster, there are many organizations that step in to assist those affected. One such organization is the American Red Cross, which trains disaster responders to assist in relief efforts. Disaster services volunteers with Red Cross are trained in a variety of functions, some of which deal more directly with victims of disaster than others. In an effort to understand the unique experiences of volunteers in disaster relief, a series of qualitative interviews were conducted with ten American Red Cross volunteer disaster responders. This study explores how they became interested in volunteering, what they have accomplished since the first time they volunteered for disaster work, what skills they believe they have gained from their work, their perceptions of the persons that they help, and their overall satisfaction with the volunteer experience.

They deal with uncertain supply quantities and equipment, uncertain time of the donation, and an uncertain number of volunteers. Volunteer convergence, which is the physical movement of volunteers, is one of the biggest challenges for relief center managers. Several emergency management professionals describe volunteer convergence as the "secondary disaster within the disaster". To better understand the volunteer convergence phenomenon and find effective managing strategies, it should be studied from a quantitative perspective. In this paper, we use data collected from a case study of volunteer convergence following the 2011 Tuscaloosa tornado in Alabama. The problem is modeled as a queuing system that consists of two multiple-server queues representing donor and victim arrival, respectively, and random arrivals and departures of volunteers (servers). The queuing system is modeled as an agent-based simulation model to find the most effective volunteer assignment policy that reduces donors' and victims' waiting times and time in the system. Additionally, we seek to improve the performance of volunteers by reducing the idle times. An extensive computational study is performed to evaluate three assignment polices under given changes in volunteer capacity, available inventory, and victim's arrival rates. The results indicate that assigning volunteers based on the longest queue is the most effective policy.
