Book excerpt: Civil society organizations (CSOs) have played important roles over the years in the disaster field. Starting from the traditional approach of response and relief, the emphasis has gradually shifted to disaster risk reduction. From international nongovernmental organizations (NGOs) to national and local NGOs, all stakeholders have recognized the significance of and need for community-based risk reduction. In their different capacities they have endeavored to establish links to the policy options at the local and national levels. There still are many issues that remain untouched by CSOs, however, and local CSOs face special challenges in resources in terms of human, financial, and technical issues. Drawing examples from Asia, this book is structured on the roles of CSOs according to the Hyogo Framework for Action priority areas: policy making, risk assessment, education and training, underlying risk factors, and response–recovery. The primary target groups for this book are students and researchers in the fields of environment, disaster risk reduction, and climate change studies. The book provides a clear view of the current trends of research in the field and furnishes basic knowledge on these important topics. In Disaster Emergency Management, Liza Ireni Saban examines what leads some nations, communities, and individuals to rise to the occasion during these times of trauma, while others do not. This has varied from tropical cyclones, earthquakes, tsunami and flooding and the requisite events that occur before, during and after these events. More and more our national Governments have placed an emphasis on the managing or mitigating of the impacts of these natural disasters. Coupled with environmental factors such as climate change and human security issues central to meeting basic needs and linked to food security, education, political stability and economic opportunity is the fear that natural disasters will continue to encroach on our people. This has been evident recently where we in the Pacific have experienced a major earthquake and tsunami in Samoa, tropical cyclones that have caused major damage across our islands and flooding. Given that natural disasters affect all irrespective of economic status, political affinity, ethnicity, religion, gender and age, the response towards mitigating the impact of these natural disasters are cross sectoral and cannot be handled alone by the State, the market or society itself. Although it can be expected that we place the major burden on the machinery and resources of the State to address the management of Natural Disasters, the market and undoubtedly civil society have a role to play. There are many aspects to Disaster Management ranging from maintaining a state of preparedness, having the capability and capacity to respond during the event and also having the ability to mitigate the impact of a natural disaster after the event. The State has an obligatory role to play in the disaster management process which in the Pacific experience has often not been successful. So what can be done by the other actors (market and civil society) to assist and contribute to the efforts of the State? The focus of this research will be on the third sector; Civil Society. The purpose of this research is to look at the nexus between the State and Civil Society in addressing Natural Disasters. In order to narrow down the analysis I will specifically look at the Fiji Red Cross Society and their interaction with the Fiji National Disaster Management Office in terms of the synergies, effectiveness and efficiency of their coordination and interaction in the lead up to, during and after the occurrence of a natural disaster with an emphasis on the role and contribution from civil society in the Fiji context.

In reality, there are many continuities and discontinuities between crisis and normality. What does this mean for our understanding of politics, aid, and local institutions during crises? This book examines this question from a sociological perspective. This book provides a qualitative inquiry into the social and political dynamics of local institutional response, international policy and aid interventions in crises caused by conflict or natural disaster. Emphasising the importance of everyday practices, this book qualitatively unravels the social and political working of policies, aid programmes and local institutions. The first part of the book deals with the social life of politics in crisis. Some of the questions raised are: What is the meaning of human security in practice? How do governments and other actors use crises to securitize – and hence depoliticize - their strategies? The second part of the book deals with the question how local institutions fare under and transform in response to crises. Conflicts and disasters are breakpoints of social order, with a considerable degree of chaos and disruption, but they are also marked by processes of continuity and re-ordering, or the creation of new institutions and linkages.
